Title: Economist 
Department/Division: Central and West Asia Department (CWRD)/Country Coordination and Regional Cooperation Division (CWOC) 

1. JOB PURPOSE:
Conduct economic, thematic and sector work to disseminate key policy messages to relevant decision makers. Prepare country performance assessments, and draft periodic country economic updates for the Asian Development Outlook (ADO), ADB Annual Report and various briefing papers. In one or two countries, supervise the preparation of the Country Partnership Strategies (CPSs) and Country Operational Business Plans (COBPs) in line with developing member country (DMC) development plans and ADB’s strategic directions. Provide support for the preparation of sector roadmaps and thematic assessments; economic and financial assessment of project feasibility; and identification, design, processing, and administration of loans,Technical Assistance (TA) projects, and non-lending products and services (NLPS). Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

2. EXPECTED OUTCOMES:
  1. Country Strategy and Business Plans
  • Supervise country strategy formulation and business planning in 1-2 selected countries.

  1. Economic, Thematic and Sector Work
  • Undertake high quality economic, sector and thematic work of operations relevant to ADB staff and DMC policy makers, and work aggressively to disseminate research findings and recommendations.
  • Monitor and analyze macroeconomic, social and sectoral developments in assigned DMC(s) and maintain consistent and accurate statistical databases, including setting up of Economic Information System.
  • Preparation, coordination, and quality control of CWRD country performance assessments.
  • Assist in ADF monitoring of department utilization and allocation.
  • Prepare country write-ups for the ADO, the Annual Report, and various briefing papers for ADB senior staff, Board and Management.
  • Take the lead in organizing Biannual Economists Workshop/Conference, and preparation of Economic Bulletin/Publications.


  1. Project Management
  • Assist in the identification, design, processing, and administration of loan and TA projects and policy reform programs.
  • Undertake TA projects and studies related to the analysis of economic and social issues in the region, as assigned.
  • Assist DMC(s) strengthen their statistical capacities for maintaining comprehensive, accurate and timely social and economic indicators and national accounts.

  1. Stakeholder Coordination
  • Contribute to the exchange of information with multilateral and bilateral aid agencies in the DMC(s).
  • Interact with key clients and stakeholders to obtain feedback on the design and implementation of ADB assistance to keep relevant publics informed of ADB’s operations and activities.

  1. Knowledge Sharing
  • Participate in and contribute to internal and external training and conferences on the urban transport sector and other activities for advocacy, dissemination and knowledge building.


  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in economics or other related fields; preferably at post-graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience in economic or sector policy formulation, macroeconomic analysis, project economic and financial analysis, or related area as well as in project administration.
  • Excellent oral and written communication skills in English.
  • International experience working in development in several countries.

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
