Title: Education Specialist 
Department/Division: Southeast Asia Department (SERD) / Social Sectors Division (SESS) 

1. JOB PURPOSE:
Undertake analytical, thematic and sector work in education; identify, develop, process, implement and administer loans, Technical Assistance (TAs) projects, and non-lending products and services (NLPS) in the education sector. Contribute to the development of education sector policy in DMCs. Work with broad policies and objectives, working directly with clients, with supervision for critical task.

2. EXPECTED OUTCOMES:
  1. Strategy and planning
  • Provide information and analyses towards the development of strategies for the education sector in Developing Member Countries (DMCs) in consultation with relevant government agencies and Resident Missions (RMs).
  • Undertake policy dialogue with government on education policy and sector reforms.
  • Participate in country teams and provide inputs on education sector issues for country partnership strategies (CPS).
  • Prepare sector assessment and roadmaps to guide educator sector activities in DMCs.
  • Conduct economic, thematic and sector work (sector studies, sector policy papers) in the context of sustainable economic development and poverty reduction
  • Coordinate with RMs for consistency of approach, exchange of experiences, and continuous improvement of practices and integration of education sector policy commitments to the management of projects

  1. Project management
  • Develop, design and administer loan and technical assistance (TA) projects in the education sector
  • Identify opportunities for ADB assistance projects in the education sector in DMCs
  • Liaise and coordinate with development agencies on program loans and investment projects
  • Integrate ADB’s policies and guidelines in the design and implementation of education sector projects
  • Provide advice to executing agencies on project preparation and implementation


  1. Knowledge sharing
  • Participate in and contribute to internal and external training and conferences on the education sector and other activities for advocacy, dissemination and knowledge building.
  • Prepare and disseminate knowledge products.

  1. Staff supervision
  • Provide leadership and support to reporting staff
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the on-going learning and development of reporting staff

3. EDUCATION REQUIREMENTS:
A university degree in education or other related fields; preferably at post-graduate level.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience in the education sector and in project administration.
  • Excellent oral and written communication skills in English
  • International experience working in development in several countries.

6. IMMEDIATE REPORTING RELATIONSHIPS:

The position reports to: Director, Social Sectors Division, SERD (SESS)

The following staff positions report to the Education Specialist: National Officers and Administrative Staff


7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
