Title: Country Specialist 
Department/Division: Southeast Asia Department (SERD) / Viet Nam Resident Mission (VRM) 

1. JOB PURPOSE:
Contribute and provide support for the formulation of the Country Partnership Strategy (CPS) and Country Operations Business Plan in line with the Viet Nam's development plans and ADB’s Strategy 2020 and other operational priorities. Conduct various economic, thematic and sector work (ETSW) and stakeholder coordination. Provide support in the identification, design, processing, and administration of lending and non-lending products and services. Build effective partnerships between ADB and key stakeholders. Work with broad policies and objectives, working directly with clients, with supervision for critical tasks.

2. EXPECTED OUTCOMES:
  1. Strategy and Planning
  • Contribute to strategy formulation and operations programming and implementation, closely working with the Viet Nam country team leader and other team members; and assisting in relevant ADB missions as well as strategic policy dialogue and consultations with the Government and other stakeholders.
  • Identify and pursue dialogue on key development issues relevant to ADB operations in Viet Nam.

  1. Economic, Thematic and Sector Work
  • Monitor and analyze macroeconomic, social and political developments in Viet Nam and maintain consistent and accurate statistical databases.
  • Undertake ETSW as contributions to country specific reports and write-ups such as the Asian Development Outlook and the Annual Report.


  1. Project Management
  • Assist in identifying, designing, processing, and administering loan and technical assistance (TA) projects and policy reform programs.
  • Undertake TA projects and studies related to the analysis of economic and social issues in Viet Nam as assigned.
  • Work with relevant government agencies to strengthen capacities for maintaining comprehensive, accurate and timely social and economic indicators and national accounts.

  1. Stakeholder Coordination
  • Support coordination and communication with key counterparts in the Government, in particular, the oversight agencies.
  • Contribute to the coordination and exchange of information with multilateral and bilateral official development partners, private sector associations, civil society, and the academe.

  1. Knowledge Sharing
  • Participate in and contribute to internal and external training, conferences and other activities for advocacy, dissemination and knowledge building.


  1. Staff Supervision
  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance.
  • Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in economics, development studies, or other related fields; preferably at post-graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 8 years of relevant professional experience in economic or sector policy formulation, macroeconomic analysis, project economic and financial analysis, or related area as well as in project administration.
  • Excellent oral and verbal communication skills in English.
  • International experience working in development in several countries.

The position reports to: Country Director, Viet Nam Resident Mission (VRM)

7. IMPORTANT INSTRUCTIONS:

Established in 1966 and headquartered in Manila, Philippines, ADB's multicultural staff come from over 50 member countries. ADB offers an internationally competitive salary paid in US dollars. Salaries and benefits are generally free of tax except for citizens of some countries, primarily the USA and the Philippines, whose incomes are taxed by their respective governments. While the position advertised is for the ADB Headquarters in Manila, Philippines, ADB staff must be prepared to serve in any location outside its Headquarters at the discretion of Management.
