1. JOB PURPOSE:
Undertake evaluation studies particularly in the transport sector,
including related environmental issues and public-private partnerships
options in transport projects, and also provide inputs to more complex
evaluations like country assistance program evaluation, regional cooperation
strategy and program, evaluation of ADB sector strategies and policies;
and/or ADB’s sector/subsector level assistance programs, draw lessons
from evaluation studies and their implications for improving development
effectiveness of ADB operations; provide intellectual inputs in evaluation
methodology development and applications, and disseminate findings and
lessons to increase awareness and use of development knowledge in ADB
and DMCs. Provide operational support to ensure lessons from evaluations
are incorporated in country strategy, sector strategy and policy formulation,
and lending and grant project and technical assistance (TA) design and
improve the quality of projects. Work within general policies, principles
and goals, having freedom to work with clients.

2. EXPECTED OUTCOMES:
- Operations Evaluation
- Undertake evaluation studies particularly in the transport sector
and also provide inputs to complex evaluation studies, such as country
assistance program evaluations, regional cooperation strategy and
program, sector assistance program evaluations, and special evaluation
studies particularly on transport sector projects and programs.
- Substantially contribute in the development, pilot testing and
adoption of innovative methodologies to evaluate the impact and effectiveness
of ADB’s sector policies and strategies, lending operations
and knowledge based products as well as assess the effectiveness of
IED recommendations.
- Prepare country and sector syntheses of evaluation findings that
are judged to be useful by ADB operational staff so that ADB becomes
more of a learning organization in terms of using IED findings to
improve the design and reduce risks associated with future strategies,
policies and operations.
- Operations Support
- Review and provide advice on loan, grant and TA project design
particularly in the transport sector to ensure that lessons from evaluations
are incorporated to improve the quality of new projects, design and
monitoring framework follows established guidelines, proposed monitoring
and evaluation systems are robust, project economics is sound, and
the likelihood of project sustainability is strong.
- Review and provide advice on proposed operational policies, procedures,
and country strategy and operational programs of ADB in light of evaluation
findings and development context.
- Capacity Building
- Contribute to the development, processing and administration of
DMC evaluation capacity building technical assistance projects (TAs)
to strengthen project performance management and evaluation capacity
possibly with moderate to high levels of risk and complexity and working
jointly with other ADB colleagues and DMC government officials.
- Develop strategies and programs to strengthen the self evaluation
capacity of ADB departments through the PCR validation process and
training on PCR preparation.
- Knowledge Management

Foster knowledge sharing and disseminate evaluation findings and lessons
to increase awareness and use of knowledge in ADB
- Contribute to IED’s internal peer review process and IED1
activities.
- Contribute from an IED perspective to ADB wide initiatives such
as Results Framework, Development Effectiveness Report, Annual Report
and implementation of Paris Declarations.
- Staff Supervision
- Take the role of mission leader and supervise the work of mission
members and consultants
- Manage the performance of reporting staff, providing clear direction
and regular monitoring and feedback on performance
- Ensure the on-going learning and development of reporting staff.

3. EDUCATION REQUIREMENTS:
A university degree in development economics, business, engineering
or other related fields; preferably at post graduate level or its equivalent.

4. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
- Suitability to undertake the responsibilities mentioned above at
the required level.
- At least 10 years of relevant professional experience in transport
sector (projects/ programs and related policy dialogue, operations and
evaluation of such projects/ programs in DMCs supported by ADB).
- Excellent oral and written communication skills in English.
- International experience of working in several countries.

7. IMPORTANT INSTRUCTIONS:
Established in 1966 and headquartered in Manila, Philippines, ADB's
multicultural staff come from over 50 member
countries. ADB offers an internationally competitive salary paid
in US dollars. Salaries and benefits are generally free of tax except
for citizens of some countries, primarily the USA and the Philippines,
whose incomes are taxed by their respective governments. While the position
advertised is for the ADB Headquarters in Manila, Philippines, ADB staff
must be prepared to serve in any location outside its Headquarters at
