Remuneration and Benefits
(for Professional Staff/Young Professionals)

ADB offers a comprehensive Compensation package that is competitive in the international market and comparable to similar multilateral institutions. ADB's compensation system is "market driven". The salaries are based on those of the World Bank Group and European Bank for Reconstruction and Development (EBRD).
Starting salaries for new staff members are determined on the basis of the accountabilities and responsibilities of the position and comparability with other staff in service who have equivalent or similar qualifications and experience. The salary is denominated in U.S. dollars, and is tax-exempt, unless the staff's government authorities determine that the income from ADB is subject to taxation.
The Salary Structure is reviewed yearly in relation to the World Bank's and EBRD's structure and proper adjustments or increases are made to bring ADB salaries to competitive level. Also, ADB ensures that there is a balance between salaries and benefits to arrive at a package that is both attractive and responsive to the prevailing economic requirements. Benefits are provided to cover staff's financial requirements relating to housing/accommodation, health, children's education, home country travel, retirement and other additional costs of relocation and living outside one's home country.
The major benefits and allowances for new staff are briefly summarized below, for general information. Further details may be requested during the employment offer or during the orientation stages.
Relocation to Manila
Travel Arrangements. ADB will arrange and bear the travel costs that will be incurred by the new staff and eligible dependents to Manila such as visa processing, airport reception, hotel accommodation, etc., to ensure convenient, comfortable and safe arrival of staff at the Headquarters.
- Shipment/Air Freight/Temporary Storage. ADB bears the reasonable costs of shipment and temporary storage of the new staff's personal and household effects when transporting them to Manila. Air cargo of perishable, sensitive and urgent items is also acceptable subject to defined limitations.
Insurance During Travel. New staff are provided coverage effective on appointment date for accidental death and disability and workers compensation insurance. The insurance coverage for each is equal to four times the staff's annual salary. The Group Medical Insurance Plan, which includes coverage for dependents, will also become effective on appointment date (inclusive of travel time to Manila).

Upon arrival in Manila
- Settlement Allowance. The allowance is intended to assist the staff members and their dependents to meet incidental expenses of traveling to and settling in the duty station (such as airport taxes; transfers between terminals or home, hotels; and meals, and other miscellaneous costs of travel). The allowance for a staff with dependents is different from staff without dependents. ADB reserves the right to recover the allowance on a prorated basis if a staff resigns within two years of employment.
- Installation Allowance. A lump sum is provided to the new staff to meet additional costs of establishing a household in Manila and to supplement the Settlement Allowance. ADB reserves the right to recover all or a portion of the allowance in case the new staff resigns within two years of employment.
- Salary Advance. New staff are eligible for a loan facility of up to 4 months' salary with nominal interest, repayable within 3 years or the end of the fixed-term appointment. The advance is to assist staff in purchasing a car, furniture, appliances and other household goods.

- Rental Subsidy. ADB provides assistance to staff in meeting the cost of renting accommodation as a result of relocation outside the home country through a housing rental subsidy. The amount of subsidy is based on a cost -sharing ratio of 65% ADB and 35% staff, subject to a rental ceiling.
- Housing Advisory Service. ADB also provides a housing advisory service (through the Housing Unit and ADB-accredited brokers) to assist staff in locating suitable accommodation.

- Education Reimbursement. ADB provides education assistance for children of staff whose duty station is outside their home country. Eligible are unmarried children under the age of 24, in full-time attendance at recognized educational institutions and are financially dependent. ADB reimburses up to 75 percent of education costs (enrollment/tuition fees and other education related costs). Education assistance is provided for education at duty station schools as well as for education outside duty station, subject to a defined cost limit.
- Regular Education Travel. Children studying outside duty station are eligible for two round trips travel per education assistance year from the duty station to the school (subject to defined cost limits) to enable them to periodically meet with their parents and renew family ties. The amount provided for each education travel is based on 80% of the determined round trip economy airfare. An all-inclusive lump sum allowance is also provided for each education travel. The staff (or spouse) may avail of this benefit in case the child is unable to travel.
- Subsidy for Private Studies. To express recognition of importance of continuing education for its staff, ADB provides subsidy to job-related continuing education activities outside the normal working hours of ADB.

Staff are entitled to dependency allowances for spouse and children subject to certain conditions being met. The amount of allowance for the spouse is based on the salary of the staff and a defined ceiling, while it is a fixed amount for eligible children.

Staff and eligible dependents are entitled to travel to their home country at ADB's expense once a year to maintain association with their home cultures. A staff member and his/her eligible family members are entitled to one home country travel for each completed year of service. Airfare is provided at 80% of full economy class round trip travel from the staff's duty station to the staff's home country. A home country allowance is also provided for the staff member and for each eligible dependent to cover miscellaneous travel-related expenses.

- Annual Leave. New staff are entitled to an annual leave of 26 working days per year.
- Sick Leave. Staff are entitled to 15 working days sick leave per year.
- Emergency Leave. ADB provides 3 working days of leave, exclusive of travel time, to staff in case of death of close relatives. Close relatives refer to the spouse, children, parents and parents-in-law.
- Maternity Leave. A female staff member is granted maternity leave in connection with her pregnancy and the delivery of her child. This is provided up to a maximum of twelve calendar weeks (including Saturdays, Sundays and holidays). A staff member, who avails of maternity leave during her probationary period, will have the probationary period extended by the number of weeks taken for maternity leave.
- Extended Maternity Leave. A female staff member may extend their maternity leave up to 3 months (12 weeks) without pay but with full benefits.
- Miscarriage Leave. A female staff member is entitled to two calendar weeks leave in the event of a miscarriage or abortion of a fetus less than 28 weeks old.
- Family Leave. Staff may take family leave to take care of a sick dependent. It can also be provided to a male staff member in connection with the delivery of a child by his recognized spouse and also to assume custody of a child less than two years old, in the process of being legally adopted. Staff may take up to five days (or up to an equivalent of 40 hours) family leave each year in increments of 2 hours, ½ day or 1 day and this shall be deducted from the sick leave entitlement.
- Occasional Absence. An occasional absence (OA) allowance of 8 hours in a calendar year is granted to all staff members to attend to personal matters that require absence of 30 minutes up to a maximum of 3 hours a day. Alternatively this can be made up within a reasonable time by advancing or extending working hours.
- Discretionary Time Off. Staff on official mission travel outside the duty station during a designated holiday at the duty station may seek discretionary time-off equal to the number of duty station holidays missed and spent at work.
- Expanded Discretionary Time Off. A compensatory leave of a maximum of 2 days per quarter may be granted to staff members who have an extended mission (excluding travel days) or intensive and prolonged duty station work of at least 14 continuous calendar days.
- Special Leave/Others. A staff may request for a special leave, with or without pay, subject to approval of the President. The leave should not be within the scope of the other types of leaves. Examples are educational leaves and staff development related leaves, which are granted depending on the merits of each request.

- Medical and Dental Services. Basic medical and dental services are provided to staff and their dependents to help maintain their health and well being. Medical and Dental Retainer Clinics are available throughout the year for routine medical and dental care. A medical center at the ADB Headquarters provides for staff's routine requirements.
- Group Medical Insurance Plan. A voluntary and participatory Group Medical Insurance Plan is offered to provide protection to staff and dependents against the costs incurred as a result of medical treatment and hospital confinement. It is intended to meet the major portion of costs of outpatient treatment, prescribed medicines, hospitalization and surgery for staff and their dependents. Premium is partially subsidized by ADB.

The following insurance plans are available to all staff on voluntary or compulsory basis.
- Group Life Insurance. A life insurance plan to ensure adequate financial protection against death. Automatic coverage equal to one times annual salary at ADB's expense. Additional coverage of one to five times annual salary is available at full cost to staff.
- Group Accidental Death and Disability Insurance. The plan provides a lump sum benefit equal to four times annual salary in the event of death or upon total and permanent disability of staff arising out of accidents, whether work-related or not in all parts of the world and in all kinds of transportation. The premium is paid fully by ADB.
- Group Disability Insurance. The plan provides one to four times annual salary coverage and is available on a voluntary basis. The insurance provides protection against total or partial permanent disability due to accidents or sickness, whether work-related or not. Participation is on a voluntary basis and the premium is borne solely by staff.
- Workers Compensation Insurance. The plan provides a lump sum benefit equal to four times annual salary in the event of death resulting from work-related illness. The insurance also provides protection against total or partial permanent disability due to work-related sickness. The premium is paid fully by ADB.
- Group Dependents Life and Disability Insurance. Staff may provide coverage for his or her spouse and children, subject to certain limits. Benefits are payable in case of death or permanent disability of the covered dependent. Participation is on a voluntary basis and the premium is borne solely by staff.
- Travel Accident Insurance. The plan provides protection in the event of accidental death of the staff's spouse and/or children while on ADB-paid travel. Coverage is 1.5 times of staff's annual salary for the spouse and 0.75 times of staff's annual salary for each child. The premium is paid fully by ADB.
- Death Grant. In the event of the death of a staff, a pre-determined amount is paid to the spouse or other designated beneficiary.

ADB provides coverage for the loss or damage to personal household goods and properties of the staff due to riots, strikes, civil commotion, malicious damage, confiscation, expropriation and nationalization. It covers the items like appliances, furniture, fixtures and equipment, jewelry, watches and objects of fine arts, automobile and other similar items. The protection is intended to supplement the normal insurance which the staff should have for the car, household goods and other properties. Staff are, therefore, required to show proof of their own household or motor vehicle insurance when making a claim under this program.

- Multi-Purpose Loan Facility. Available to assist staff members in any form of financial need solely for personal use. The amount that may be granted varies, depending on the length of service of the staff member, up to a maximum of twelve (12) month's salary. This may be availed by the staff member after one year of service with ADB.
- Emergency Travel. ADB reimburses travel for a staff member or spouse in the event of death of an immediate family member away from the duty station. Family member refers to the staff member's spouse, children, parents and parents-in-law. ADB will reimburse the actual travel costs based on determined amounts.
- Medical Evacuation Facilities. Staff and dependents are automatically covered for ambulance service in case of medical emergency within Metro Manila or medical evacuation while traveling more than 50 km. outside the duty station, anywhere in the world.

ADB has a defined benefit Retirement Plan providing Staff with withdrawal lump sum payments upon resignation; pensions for normal, early, deferred, or incapacity retirement; and benefits for eligible dependents in the event of the participant's death. Staff are not required to contribute and ADB contributes the amount necessary to fund the Plan. Staff may also make lump sum or semi-monthly contributions, subject to minimum and maximum purchase limits, to buy additional benefits under the Discretionary Benefits Scheme. These additional contributions earn interest.

ADB and the Philippine Government have an agreement to grant exemptions and -privileges especially extended to ADB staff. It allows the staff to bring in household and personal effects that are free from all taxes and customs duties usually charged by the Philippine Government. These items have to be shipped and delivered within the first year of appointment. Included are the importation of a car and a personal computer (which may be replaced every 3 years), appliances (which may be replaced every 7 years), and the purchase of certain amounts of food items, liquor, wines, cigarettes, tobacco and other selected goods and articles from ADB's commissary.
