Environmental challenges confronting a number of DMCs are usually regional in scope, transcending national boundaries. ADB provides assistance in a number of ways. Find out more about its recently launched--

Regional Initiatives

Regional Environmental Compliance and Enforcement Network (Financed by the Governance Cooperation Fund)

The TA is supporting the effective implementation of environmental laws leading to improved environment and health conditions for the poor. Its purpose is to

  • strengthen institutional and practitioner capacity
  • improve citizen participation in environmental compliance and enforcement, and
  • capture and share innovative solutions and best environmental compliance and enforcement models in the region.

Supporting the Achievement of the Millennium Development Goals (MDGs) in the Asia-Pacific Region

The regional technical assistance is assisting DMCs in achieving the MDGs, particularly in countries of the Asia-Pacific region that are currently at risk of not achieving the MDGs and where special efforts are necessary. It is envisaged that MDG reports II and III, and the background and supporting technical papers will raise awareness, lead to improved policies and institutions, and generate increased resources and capacities for attaining the MDGs.

Pilot Testing Participatory Assessment Methodologies for Sustainable and Equitable Water Supply and Sanitation Services

The primary goal of the initiative is to help water supply and sanitation (WSS) implementing agencies and communities achieve sustainable and equitable services. Its purpose is to demonstrate through pilot tests in two selected ADB projects an effective operational model that improves the capacity of governments, implementing agencies, program managers, and communities to design, plan, implement, and monitor for pro-poor, participatory, gender-sensitive, and demand sensitive WSS services.

Poverty and Environment Program

The program will accelerate poverty reduction through effective environmental management. It will promote targeted environmental interventions that contribute to poverty reduction and environmental improvement by providing funding for pilot interventions, analytical studies, and information dissemination in three focal areas:

  • protection, conservation, and sustainable use of natural resources and ecosystem services
  • reduction of air and water pollution
  • disaster prevention and reduction of vulnerability to natural hazards.

Better Air Quality Management in Asia

This initiative will improve awareness of decision makers and integrate air pollution in environmental policy making and implementation as well as in planning and implementing sustainable development sector policies that regulate sectors influencing air pollution levels. The sectors include transport, energy, health, and urban development sectors. Reforms in policies and associated legislation combined with specific activities in the countries to monitor ambient air quality and reduce industrial sources of pollution will help achieve medium-term and long-term improvements in ambient air quality.

Clean Development Mechanism (CDM) Facility

The CDM Facility at ADB provides opportunities to our DMCs to access additional financial resources through efficient emissions reduction to promote sustainable development.The CDM Facility will assist DMCs in

  • addressing global climate change issues and sustainable development goals by sourcing funds for emissions reductions (ERs)
  • processing the CDM requirements for identified projects.

It aims to bridge the gap between buyers and sellers, ensuring a fair return to DMCs for their greenhouse gas (GHG) abatement initiatives and assisting developed countries to meet their commitments under the Kyoto Protocol. Established in August 2003, the CDM Facility at ADB will have a pilot phase of 3 years.

Renewable Energy, Energy Efficiency and Climate Change (REACH)

Established in early 2002, REACH assists ADB's developing member countries in their efforts to combat climate change; adapt to impacts of climate change; and enable the poor to access clean energy. These funds are administered under an interdepartmental program called REACH.

Clean Air Initiative for Asian Cities (CAI-Asia)*

ADB and the World Bank, with support from a number of Asian cities and organizations, launched CAI-Asia in 2001. Its mission is to promote and demonstrate innovative ways to improve the air quality of Asian cities by sharing experiences and building partnerships. ADB has been providing support for the Secretariat of CAI-Asia.

Vehicle Emissions Reduction

This site is a result of a Regional Technical Assistance initiated by ADB in November 2000. The site has since become an important partner of the Clean Air Initiative for Asian Cities (CAI-Asia)*, a regional network jointly launched by ADB and the World Bank in 2001

Promoting Effective Water Management Policies and Practices

This initiative will continue the program to promote effective water management policies and practices at regional, sub-regional, and country levels and thereby catalyze the implementation of ADB's water policy in the Asia and Pacific region, including within ADB itself. Poverty reduction is an objective crosscutting the proposed activities.

Subregional Initiatives

Central Asian Republics

Integrating Environmental Consideration into Development Policies, Plans and Programs

This initiative will help governments:

  • develop and disseminate an accurate and comprehensive understanding of the national environmental management regimes among the wide range of policy makers and development planners, with clear contextual linkages to the national economic development goals
  • identify priority areas in policy, institutional, and legislative mechanisms, and programs or projects that will improve synergy between environmental and natural resources management and national economic development planning, including planned and potential support from ADB.

Capacity Building in Environmental Information Management Systems

This initiative aims to help mainstream environment into national development planning processes and strengthen regional cooperation on trans-boundary environmental management. It will strengthen environmental management capacities with specific reference to:

  • environmental information technology and knowledge management,
  • harmonized environmental standards across the region on the most critical environmental indicators (air, water, hazardous waste, land degradation)
  • a nationally driven strategic program of implementation for existing environment-related action plan with a timeframe and budget commitments.

Improved Management of Shared Water Resources

This initiative will help CARs strengthen their cooperation in the management of shared water resources in the Aral Sea Basin and other trans-boundary basins to achieve sustainable and efficient water management in the region.

Assessment of Subregional Water Resources Management Issues

This initiative will undertake a rapid, but judicious stocktaking of the past and ongoing activities by the CARs and international donors in identifying and addressing the need for improved management of shared water in the subregion, and help ADB identify key strategic focus, activities and goals for ADB's subregional assistance to manage shared water.

Greater Mekong Subregion

Natural Resource Management among Ethnic Minorities of the GMS: A Study of Policies and their Impacts, Strategies for Change

The goal of the TA is to reduce poverty among ethnic minorities and support sound natural resource management in the upland areas of the GMS. The purpose is to enhance the understanding among key policy makers and project staff in DMCs and ADB of the impacts of key policies related to natural resources management and livelihoods of upland communities.

Capacity Building on Promoting Sustainable Development in the Greater Mekong Sub-region

The initiative is building the capacity of GMS countries to integrate social, economic, and environmental objectives into existing planning mechanisms for sustainable development on both national and sub-regional levels. Among the expected outputs are:

  • a diagnostic assessment of existing policies, strategies, planning mechanisms, and capacities
  • guidelines for preparing the National Sustainable Development Strategies, for an institutional frameworks for public participation, and for sub-regional planning mechanism; and
  • a sub-regional sustainable development strategy to provide vision, goals, and targets for sustainable development in the GMS.

Environmental Inputs for the Second GMS Summit

The main objectives of the GMS Environment Ministers Meeting are to finalize and endorse:

  • an action plan for the GMS Core Environment Program
  • an action plan for the GMS Biodiversity Corridors Initiative
  • a work plan for a GMS Environment Operations Center.

The GMS Environment Ministers are expected to issue a joint statement in support of sustainable management of the environment and also recommend adoption of a program to establish biodiversity corridors to the GMS Summit.

Greater Mekong Subregion (GMS) Biodiversity Conservation Corridor Initiative

The purpose is to prepare a GMS Biodiversity Conservation Corridor (BCC) development strategic framework (2005-2014) and action plan (2005-2008). The strategic framework will

  • identify and prioritize terrestrial BCC of strategic importance from a biodiversity conservation as well as development perspective
  • review and analyze conservation and economic development policies that need to be rationalized and harmonized among GMS countries for effective and sustainable functioning of BCC
  • identify an enabling governance and management arrangement for implementation of the 2005-2008 BCC action plan.

Poverty Reduction in Upland Communities in the Mekong Region through Improved Community and Industrial Forestry

This project will review and assess poverty reduction performance and potential of community (subsistence and commercial) and industrial forestry in the Mekong region. Focusing on Cambodia, Lao PDR and Viet Nam, especially in provinces that have a high incidence of poverty and where forest-based activity can improve the livelihoods and increase rural incomes, the project will reduce vulnerability of forest-dependent communities, particularly poor ethnic minorities and women, to the changing economic and development environment.

National Performance Assessment and Subregional Strategic Environment Framework in the GMS

ADB and GEF will support GMS countries to facilitate

  • informed decision-making through analysis of environmental conditions, trends and impacts effective and efficient environmental program management and improved public accountability for results
  • fulfillment of national and subregional demand for environmental information and performance assessment on issues of regional and global importance
  • development of systems on environmental indicators, mechanism for performance assessment of GMS countries, and national and subregional capacity for implementing performance assessment.

Northeast Asia

Prevention and Control of Dust and Sandstorm in Northeast Asia

With funding from ADB and the Global Environment Facility, the technical assistance will create an institutional framework for regional cooperation on dust and sandstorm (DSS), and the other for developing a master plan for regional cooperation on alleviating DSS. Major stakeholders include the governments of PRC, Japan, Republic of Korea, and Mongolia; and four international institutions: ADB, ESCAP, UNCCD, and UNEP.

The Pacific

Mainstreaming Environmental Considerations in Economic and Development Planning Processes in Selected Pacific DMCs (PDMCs)

The TA is assisting selected PDMCs prepare country environmental analyses to provide inputs to country strategy programs and country strategy and program updates. It will also prepare countries' medium-term development strategy, particularly in addressing eight key environmental challenges. Its main objective is to mainstream key environmental concerns into economic and development planning processes and to help reduce poverty in PDMCs.

Climate Change Adaptation Program in the Pacific

To assist the Pacific Developing Member Countries (PDMCs) address the impacts of future climate change and vulnerability ADB, through an $800,000 grant from the Canadian Cooperation Fund on Climate Change by the Government of Canada, will guide the Pacific countries in mainstreaming adaptation through risk reduction into development policies and projects.

Pacific Regional Environmental Strategy

With support from the Government of New Zealand, ADB provided technical assistance to formulate the Pacific Regional Environment Strategy. The strategy will review major environmental challenges in the region and formulate the strategic objectives and activities for ADB's assistance for 2004-2008.

Renewable Energy and Energy Efficiency Program in the Pacific

Funded by the Danish Cooperation Fund for Renewable Energy and Energy Efficiency in Rural Areas, the technical assistance will promote the development of:

  • a market-based rural energy sector
  • policy, legal, and institutional framework
  • build a pipeline of potential renewable energy and energy efficiency projects for funding/cofinancing by ADB, GEF, and/or other sources.

South Asia

Regional Air Quality Management

The project will put into action goals set out in the Male Declaration, set standards, enforce pilot programs towards clean technology, as well as implement air quality monitoring, evaluation, and implementation. It will establish air quality monitoring network, promote policy reforms to improve air quality, develop emission standards and regulations, implement public awareness campaign, establish and upgrade air quality monitoring and evaluation programs in participating countries-Bangladesh, Bhutan, India and Nepal, and examine key issues related to air pollution affecting public health.
