Environmental InitiativesEnvironmental challenges confronting a number of DMCs are usually regional in scope, transcending national boundaries. ADB provides assistance in a number of ways. The Coral Triangle Initiative launched by the six countries in 2007, aims to preserve and manage the region's marine resources. Read AECEN brochure Visit the AECEN website Supporting the Achievement of the Millennium Development Goals (MDGs) in the Asia-Pacific Region The regional technical assistance is assisting DMCs in achieving the MDGs, particularly in countries of the Asia-Pacific region that are currently at risk of not achieving the MDGs and where special efforts are necessary. It is envisaged that MDG reports II and III, and the background and supporting technical papers will raise awareness, lead to improved policies and institutions, and generate increased resources and capacities for attaining the MDGs. The primary goal of the initiative is to help water supply and sanitation (WSS) implementing agencies and communities achieve sustainable and equitable services. Its purpose is to demonstrate through pilot tests in two selected ADB projects an effective operational model that improves the capacity of governments, implementing agencies, program managers, and communities to design, plan, implement, and monitor for pro-poor, participatory, gender-sensitive, and demand sensitive WSS services. Poverty and Environment Program The program will accelerate poverty reduction through effective environmental management. It will promote targeted environmental interventions that contribute to poverty reduction and environmental improvement by providing funding for pilot interventions, analytical studies, and information dissemination in three focal areas:
Better Air Quality Management in Asia This initiative will improve awareness of decision makers and integrate air pollution in environmental policy making and implementation as well as in planning and implementing sustainable development sector policies that regulate sectors influencing air pollution levels. The sectors include transport, energy, health, and urban development sectors. Reforms in policies and associated legislation combined with specific activities in the countries to monitor ambient air quality and reduce industrial sources of pollution will help achieve medium-term and long-term improvements in ambient air quality. It aims to bridge the gap between buyers and sellers, ensuring a fair return to DMCs for their greenhouse gas (GHG) abatement initiatives and assisting developed countries to meet their commitments under the Kyoto Protocol. Established in August 2003, the CDM Facility at ADB will have a pilot phase of 3 years. Renewable Energy, Energy Efficiency and Climate Change (REACH) Established in early 2002, REACH assists ADB's developing member countries in their efforts to combat climate change; adapt to impacts of climate change; and enable the poor to access clean energy. These funds are administered under an interdepartmental program called REACH. Clean Air Initiative for Asian Cities (CAI-Asia)* ADB and the World Bank, with support from a number of Asian cities and organizations, launched CAI-Asia in 2001. Its mission is to promote and demonstrate innovative ways to improve the air quality of Asian cities by sharing experiences and building partnerships. The site has since become an important partner of the Clean Air Initiative for Asian Cities (CAI-Asia)*, a regional network jointly launched by ADB and the World Bank in 2001 Promoting Effective Water Management Policies and Practices This initiative will continue the program to promote effective water management policies and practices at regional, sub-regional, and country levels and thereby catalyze the implementation of ADB's water policy in the Asia and Pacific region, including within ADB itself. Capacity Building in Environmental Information Management Systems This initiative aims to help mainstream environment into national development planning processes and strengthen regional cooperation on trans-boundary environmental management. It will strengthen environmental management capacities with specific reference to:
Improved Management of Shared Water Resources This initiative will help CARs strengthen their cooperation in the management of shared water resources in the Aral Sea Basin and other trans-boundary basins to achieve sustainable and efficient water management in the region. Assessment of Subregional Water Resources Management Issues This initiative will undertake a rapid, but judicious stocktaking of the past and ongoing activities by the CARs and international donors in identifying and addressing the need for improved management of shared water in the subregion, and help ADB identify key strategic focus, activities and goals for ADB's subregional assistance to manage shared water. Greater Mekong SubregionThe goal of the TA is to reduce poverty among ethnic minorities and support sound natural resource management in the upland areas of the GMS. The purpose is to enhance the understanding among key policy makers and project staff in DMCs and ADB of the impacts of key policies related to natural resources management and livelihoods of upland communities. Capacity Building on Promoting Sustainable Development in the Greater Mekong Sub-region The initiative is building the capacity of GMS countries to integrate social, economic, and environmental objectives into existing planning mechanisms for sustainable development on both national and sub-regional levels. This project will review and assess poverty reduction performance and potential of community (subsistence and commercial) and industrial forestry in the Mekong region. Focusing on Cambodia, Lao PDR and Viet Nam, especially in provinces that have a high incidence of poverty and where forest-based activity can improve the livelihoods and increase rural incomes, the project will reduce vulnerability of forest-dependent communities, particularly poor ethnic minorities and women, to the changing economic and development environment. Northeast AsiaPrevention and Control of Dust and Sandstorm in Northeast Asia With funding from ADB and the Global Environment Facility, the technical assistance will create an institutional framework for regional cooperation on dust and sandstorm (DSS), and the other for developing a master plan for regional cooperation on alleviating DSS. Major stakeholders include the governments of PRC, Japan, Republic of Korea, and Mongolia; and four international institutions: ADB, ESCAP, UNCCD, and UNEP. The PacificThe TA is assisting selected PDMCs prepare country environmental analyses to provide inputs to country strategy programs and country strategy and program updates. It will also prepare countries' medium-term development strategy, particularly in addressing eight key environmental challenges. Its main objective is to mainstream key environmental concerns into economic and development planning processes and to help reduce poverty in PDMCs. Climate Change Adaptation Program in the Pacific To assist the Pacific Developing Member Countries (PDMCs) address the impacts of future climate change and vulnerability ADB, through an $800,000 grant from the Canadian Cooperation Fund on Climate Change by the Government of Canada, will guide the Pacific countries in mainstreaming adaptation through risk reduction into development policies and projects. Pacific Regional Environmental Strategy With support from the Government of New Zealand, ADB provided technical assistance to formulate the Pacific Regional Environment Strategy. The strategy will review major environmental challenges in the region and formulate the strategic objectives and activities for ADB's assistance for 2004-2008. South AsiaRegional Air Quality Management The project will put into action goals set out in the Male Declaration, set standards, enforce pilot programs towards clean technology, as well as implement air quality monitoring, evaluation, and implementation. It will establish air quality monitoring network, promote policy reforms to improve air quality, develop emission standards and regulations, implement public awareness campaign, establish and upgrade air quality monitoring and evaluation programs in participating countries-Bangladesh, Bhutan, India and Nepal, and examine key issues related to air pollution affecting public health. *These links lead you outside the ADB.org server.
