GEF | UNEP | IUCN | WWF | Poverty and Environment Fund


ADB and GEF

ADB has been working closely with GEF since the mid-1990s. With the approval of ADB’s direct access to GEF full project resources in 2002, the partnership has been further strengthened.

The unique partnership is anchored on the recognition that the drive for global sustainability should be rooted in strong links between environment and development— a clean environment is essential for both sustainable development and poverty reduction. (Read more.)

ADB and UNEP

ADB and the United Nations Environment Programme (UNEP) cooperate for the promotion of sustainable development and environmental management throughout the Asia Pacific Region. This Memorandum of Understanding (MOU) reflects discussions held between the two parties and seeks to formalize working arrangements to provide the basis for further cooperation.

ADB and IUCN

The Memorandum of Understanding signed by ADB with the International Union for the Conservation of Nature (the World Conservation Union) in 2004 aims to support poverty reduction at the regional and sub-regional levels in the Asian and Pacific region, and other development goals, including the achievement of the Millennium Development Goals at the regional and sub-regional levels.

ADB's collaboration with the IUCN/World Conservation Union started in 1989 with the preparation of several publications: the Minimum Quality Criteria for Ecologically Sensitive Areas, Biodiversity Conservation in the Asia and the Pacific Region, and Mobilizing Broader Support for Asia's Biodiversity: How Civil Society Can Contribute to Protected Area Management. In 2001 IUCN implemented the Coastal and Marine Resource Management and Poverty Reduction in South Asia (REG:5974). Under the 2003 ADB-approved Poverty and Environment Program, IUCN compiled new approaches to protect, conserve, and promote the sustainable use of natural resources and ecosystem services for the benefit of the poor. In 2004, ADB-IUCN collaboration involved the planning and organization of the IUCN World Conservation Congress held in Bangkok.

ADB and WWF

ADB and the World Wide Fund for Nature (WWF) started implementing their Memorandum of Understanding of September 2001 to build on the synergies of each organization's strengths and their shared vision of poverty reduction and environmentally sustainable development. Joint projects and/or activities are being identified in areas of mutual interest. Continuing collaborative activities include: forums and stakeholder consultations, information sharing, knowledge management and capacity building, and staff exchanges. In 2004, a visit by WWF Chief Operations Officer to ADB further strengthened the cooperation between the two organizations. Also in the same year, a WWF-ADB Mekong meeting reviewed the development of a joint program of work to protect the biodiversity corridors in the GMS, and the agenda for the 2nd ADB GMS Summit in Kunming held in 2005.

Poverty and Environment Fund

ADB and the governments of Norway and Sweden have set up a joint US$3.6 million Poverty and Environment Fund (PEF). Norway and Sweden will make initial contributions of NKr17 million ($2.35 million) and Skr10 million (US$1.25 million), respectively, to the fund over three years. The fund, approved by ADB's Board of Directors, is a multidonor umbrella facility that will focus on small-scale environment-related interventions that promote poverty reduction. It will finance technical assistance projects and other activities in three main areas:

  • protection, conservation, and sustainable use of natural resources and ecosystem services
  • reduction of air and water pollution
  • prevention and reduction of vulnerability to natural hazards.

The first and only regional technical assistance funded by PEF is the Poverty and Environment Program.
