Independent Evaluation at ADB

IED independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness. By doing so, it contributes to achieving development effectiveness of ADB operations by providing evaluation feedback on performance, and generating and disseminating evaluation lessons.

Sector Synthesis on Irrigation and Drainage

This sector synthesis report consolidates and presents up-to-date key evaluation findings and lessons in the irrigation and drainage sector supported by ADB across its developing member countries to inform future project preparation and implementation. This report identifies key factors affecting project performance, and highlights the major issues and lessons that are useful to the operation of ongoing and formulation of future projects and/or programs in the sector. Reducing Carbon Emissions from Transport Projects - Evaluation Brief [PDF]
This study evaluates the likely impact of ADB's transport portfolio on carbon emissions. It contributes to the development of more standardized methodologies for transport project carbon emissions impact assessment and portfolio benchmarking. The current tools used for this study establish the framework for developing a carbon footprint measurement mechanism for ADB transport projects.

Evaluation of the Environment and Social Program in Lao People's Democratic Republic (Loan 1867-LAO)
This evaluation will assess the performance of the Environment and Social Program in Lao PDR and provide inputs into three broader evaluations in the country being carried out by the Independent Evaluation Department: program evaluations in the transport and energy sectors, and a country assistance program evaluation.

ADB Assistance for PPPs in Infrastructure Development [PDF]
Public-private partnerships (PPPs) have been gaining recognition in many developing member countries as an important means of mobilizing private sector capital ad expertise for infrastructure investments and service provision. The special evaluation study1 evaluates the performance of ADB's public and private sector operations in support of PPPs in the power, transport, and water sectors, and the development of related policy, legal, regulatory, and institutional frameworks in the past two decades (1988-2008).

Validates the completion report's assessment of the project designed to reconstruct and restore essential infrastructure in the earthquake-affected areas of Jamnagar, Kachchh, Patan, Rajkot and Surendranagar districts in India. IED overall assessment: Successful
