Evaluation of Environment Capacity Development in Indonesia and the Philippines

This technical assistance performance evaluation report assesses ADB support for environment capacity development in Indonesia and the Philippines, using selected technical assistance (TA) projects as case studies. The evaluation is intended to inform the design of TA projects for environmental management, and preparation of the new country partnership strategies for Indonesia and the Philippines.

The study evaluates the contribution of environment TA projects to countries' capability to manage their environment within the context of ADB and national government's policy to support implementation of major environment improvement programs. It also assesses how ADB's assistance has helped Indonesia and the Philippines develop their country safeguards system and what more is required to bring their current approaches in line with international good practice. Lao People's Democratic Republic: Sustainable Growth and Integration

This country assistance program evaluation assesses the performance of ADB country strategies and assistance programs for the Lao People's Democratic Republic during the period of 2000–2009. It identifies factors affecting this performance, draws lessons, and makes recommendations for improving the future performance of ADB assistance. Read the report.

Does Electrification Improve the Quality of Rural Life? The Case of ADB's Assistance to Rural Electrification in Bhutan

This impact evaluation study assesses two rural electrification projects funded by ADB in Bhutan. It evaluates the projects’ performance using relevance, effectiveness, efficiency, sustainability and likely impact criteria, and conducts a rigorous quantitative evaluation of its impact in terms of quality of life and sustainability. The study also identifies key lessons and issues, and offers recommendations to enhance development effectiveness of rural electrification in Bhutan. Read the report.

ADB Support for Decentralization in Indonesia

Decentralization is a broad area, and this special evaluation study focuses on ADB support for facilitating the decentralization process, as well as support intended to strengthen regional (provincial, district, and municipal) governments and institutions in Indonesia. Reducing Carbon Emissions from Transport Projects

This evaluation knowledge brief provides new tools to measure how different transport projects funded by ADB affect carbon emissions and offers suggestions to reduce ADB’s transportation sector carbon footprint. The tools developed through this study can be used in conjunction with other economic analysis tools that take into account costs and benefits of specific types of transport services and their development impacts. This study quantifies the gross carbon emissions from the construction and operations of ADB-funded transport projects approved between 2000 and 2009. It also identifies carbon intensity indicators linked to outputs, mobility, and investment, which can be used to track future performance. Read the report and emission models.

Sector Synthesis on Irrigation and Drainage

This sector synthesis report consolidates and presents up-to-date key evaluation findings and lessons in the irrigation and drainage sector supported by ADB across its developing member countries to inform future project preparation and implementation. This report identifies key factors affecting project performance, and highlights the major issues and lessons that are useful to the operation of ongoing and formulation of future projects and/or programs in the sector. Greenhouse Gas (GHG) Implications of ADB's Energy Sector Operations

This evaluation knowledge brief examines, from the perspective of GHG emissions, ADB's energy sector assistance over 2001–2008 in selected countries—Bangladesh, People's Republic of China, India, Pakistan, Philippines, and Viet Nam, which accounted for 80% of ADB's total energy assistance lending approvals during 2001–2008. Based on the assessment of ADB's energy sector support to these six countries, the evaluation proceeds to make suggestions on improving the GHG efficiency of ADB's future interventions in the energy sector. Cambodia Country Assistance Program Evaluation

Bangladesh Country Assistance Program Evaluation

This country assistance program evaluation is the second for Bangladesh, evaluating ADB's support for Bangladesh from 1999 to 2008, focusing on the 2005 country strategy, and covering 24 completed and 37 ongoing projects and programs. It updates Bangladesh's first country assistance evaluation in 2003, which covered ADB support from 1986 to 2001. Where the two country evaluations overlap in 1999 to 2001, this evaluation study focuses on issues that could not be fully evaluated at the time of the first country evaluation.
