While evaluation reports have continued to focus on reporting relevance, effectiveness, efficiency, sustainability,
and likely impacts of ADB assistance at the project, sector, and country levels, establishing the
relationship between causality and impact has not been systematically addressed. Moreover, the impact of external factors on ADB assistance has not been analyzed in
detail until very recently in an OED report. The report is based on a rigorous impact evaluation
methodology and it addresses attribution issues.
OED is committed to conducting one rigorous
impact evaluation annually. For this purpose, OED has identified the Punjab Rural/Community
Water Supply and Sanitation Sector Projects in Pakistan in its 2008
Work Program. The study will contribute to better understanding of project level impacts
resulting from ADB assistance in the water and sanitation subsector for future project/sector
intervention in developing member countries. It will also build an in-house capacity for
conducting rigorous impact evaluation in the future.
