Evaluation on the Governance Reform Program in Mongolia

The Mongolian Government formulated a comprehensive program of public sector governance reforms to be implemented over 10 years (1999–2009), and sought ADB’s support through the Governance Reform Program to implement the initial phase of reforms over 1999–2002. With ADB support, the Government also drafted the Public Sector Management and Finance Law to provide the overall legal framework to strengthen governance within the public sector. The complexity of reforms influenced both the design of the GRP and its focus on the implementation of a pilot reform program for selected central bodies and provinces.

The evaluation aims to assess the relevance, efficacy, efficiency, sustainability, and impact of the GRP, and to identify lessons that will contribute to the Mongolia country assistance program evaluation and future ADB support for Mongolia.
