The Public Service Program in Papua New Guinea was designed 2 years after ADB's Pacific Department conducted a substantial internal assessment of ADB's support to public sector and governance reform in the Pacific in the 1990s. This evaluation will assess the degree to which lessons from this assessment were incorporated in the design of the PSP. The PSP policy actions intentionally focused on approval of regulations, procedures, and plans to establish the enabling environment to improve public service performance.
