Evaluation on the Second Provincial Towns Water Supply and Sanitation Project in Viet Nam

The Government of Viet Nam requested ADB for the rehabilitation and expansion of water supply and sanitation systems in seven provincial towns (three in the North region, and four in the Central-South region) in 1995. The seven project towns were selected from 27 provincial towns identified by the Government in consultation with the World Bank in 1991. The Project was part of the Government's continued efforts, following on from the (first) Provincial Towns Water Supply and Sanitation project.
The Government established targets for the water supply and sanitation sector, aimed at 2005:
- arrest the decline of existing water supply systems and ensure water treatment plants operate at designed capacities;
- reduce water losses and leakage to a minimum;
- improve technical processes and shift to new equipment, machinery, and materials;
- operate facilities according to the appropriate technical specifications;
- improve water supply service quality, quantity and coverage; and
- prepare and apply more appropriate laws, regulations, and rules governing water supply services.
Based on this, the main objectives of the Project were to address infrastructure and environmental deficiencies which constrained the access of communities to safe water and sanitation in the targeted project towns. The Project was originally designed to continue until June 2002, but actually completed in March 2006.
The evaluation aims to assess the relevance, effectiveness, efficiency, sustainability, and impact of the Project, and identify lessons that will contribute to the Viet Nam country assistance program evaluation (expected in 2009) and future ADB support to the country.
