OED Undertakes Independent Evaluation of ADB’s Safeguard Policies
The Operations Evaluation Department has completed its evaluation of ADB’s three safeguard policies . This evaluation complemented ADB’s pending review of the safeguard policies, led by the Regional and Sustainable Development Department.
Objectives
The objectives of the evaluation were to
- provide an independent assessment of ADB’s environmental and social safeguards with respect to results on the ground, particularly in terms of actual impacts of ADB-supported projects; and
- identify key issues needed for the consideration of improvements to the safeguard policies, procedures, and their implementation.
The case study countries were India, the People’s Republic of China, the Philippines, and Viet Nam.
Methodologies
The main methodologies used include
- desktop research and review of documents
- consultations with stakeholders
- project case studies in the four case study countries
- questionnaire surveys for ADB’s operational staff and executing agencies of selected ongoing projects
- interviews with selected directors of ADB’s sector divisions, safeguard specialists, and heads of project administrative units.
