The Third International Roundtable on Managing for Development Results held in February 2007 in Hanoi, Viet Nam was a critical milestone for aid effectiveness. It focused on building the capacity of countries to manage for results and develop country-level and regional action plans. The priority of evaluation capacity development is also reflected in stronger demand for related knowledge products and services such as those offered by the International Program for Development Evaluation Training and the growth of evaluation associations.

From experience with national and sector monitoring and evaluation systems, it is therefore meaningful to strengthen evaluation capacity development at the regional level in the framework of ADB's regional initiatives and the experience of developing member countries. Here, the Greater Mekong Subregion Economic Cooperation program is at the forefront of ADB's work on regional cooperation and integration.

Developing member countries of the Greater Mekong Subregion have recognized the shortcomings of their monitoring and evaluation systems, elements of which could be informed by a regional perspective, and the regional cooperation strategy and program, 2004–2008 for the Greater Mekong Subregion approved in March 2004 emphasizes institutional strengthening to develop government capacity to address issues comprehensively and effectively and to better design and implement projects. The technical assistance would help to plan for that. The TA is the first of a multi-year, integrating instrument to develop regional capacity for monitoring and evaluation in the Asia and Pacific region and generate ever-higher returns from that. It will mainstream capacity development, another thematic priority of ADB.

The impact of the TA will be higher efficiency and effectiveness in public sector service provision, leading to poverty reduction. In the evaluation agencies targeted, The outcome will be improved ranges of skills, resources, systems, and attitudes for performance of results-based monitoring and evaluation of country partnership strategies, sector strategies, policies, programs, and projects in developing member countries of the Greater Mekong Subregion. Three outputs will accomplish the outcome of the TA:

  • proficiency in monitoring and evaluation will be raised,
  • research and special studies on valuation capacity development will be conducted, and
  • knowledge sharing and learning for monitoring and evaluation will be boosted.
