These would include infrastructure in the form of small warehouses, loading bays, access roads, and packaging facilities, as well as a slaughterhouse at Myawaddy in the medium term.

The project aims for more efficient and transparent supply of raw materials entering Thailand from Lao PDR. It would involve the establishment of small produce-buying agricultural/agribusiness enterprises/agencies in Savannakhet (and eventually elsewhere throughout Savannakhet province) for crops for which there is a ready market in Thailand (especially mungbeans, chilies, peanuts, onions, garlic, and fruits). It also envisages the purchase of some materials (especially garlic, and perhaps pigs) from farmers in Viet Nam at a site at Dansavanh near the Lao PDR-Viet Nam border. The enterprises/agencies would include infrastructure in the form of small warehouses, loading bays, access roads, and packaging facilities.

The investment format could be a Thai-Lao PDR joint venture with the private sector.

The project aims to develop cooperative production of handicrafts and other traditional products between Myanmar, Thailand, Lao PDR and Viet Nam. It involves the establishment of a handicraft production center in Savannakhet on the industrial estate at Savan Seno Special Economic Zone. The center will combine raw materials from the entire EWEC area with local skills to produce either final goods or unfinished goods suitable for further processing elsewhere (e.g., silver thread for jewelry; treated rattan and wood products for finishing as furniture/decorative products in Bangkok, Chiang Mai, or Hue/Da Nang, etc.). The center will also provide training for artisans.

The project will involve the construction of a fish landing stage with washing and cleaning facilities, cold stores, freezing plant, and refrigerated storage for fish and shrimps. Ice-production capacity may be needed. Refrigerated trucks will transport produce to Mae Sot for sale and distribution within Thailand. The project will also involve the promotion of appropriate intensive aquaculture technology by the joint-venture company to small farmers, based on Thai experience of providing inputs on credit .

The project involved selection of appropriate area for Special Economic Zone, industrial zone, and distribution center and development of 1) production base, 2) distribution zone for stock, packaging, sizing and transporting, 3) utility services such as waster water treatment plant, electricity plant, telecommunication, water supply system, road, and drainage system, 4) one stop service to facilitate trade and investment, and 5) training center. The targeted industries are resource base industry such as food and wood processing, market leading industry, labor intensive industry such as textile and electronics and tourism.

Lane Xang Mineral/Oxiana Sepone Gold and Copper Mine mine has a life of at least 15 years, is expected to be fully operational (7 days/week) in April 2005 with a monthly output of about 5,000 tons/month, which is expected to be transported in containers, about 150km to Thailand (Lambe Buanbang Port) and a port in Viet Nam which is yet to be determined.

InvestmentINV011: Special Border Zone (SBZ) in Mae Sot, Thailand. PROFILE

The project aims to develop a Special Border Zone (SBZ) in Mae Sot, Thailand to provide a well-planned facility with complete infrastructure to facilitate the import, temporary storage, processing, value adding, and reexport (as well as for sale in the Thai domestic market) of agricultural products and other raw materials such as wood and precious stones. This facility can be a focal point for cross-border trade and investment under the EWEC initiative. The project will involve: (i) developing the SBZ with an initial area of 50 ha (with another 50 ha for future expansion) consisting of some ready-built warehouses for lease as well as land parcels for sale for the construction of warehouses/factory units; (ii) possible activities besides agricultural and food processing are household plastic items, and the assembly of bicycles and motorcycles and agricultural equipment for export to Myanmar and, in the long term, to South Asia via Mawlamyine. In the medium to long term, a jewelry and ornaments center could be established; (iii) establishment of a welcome center for the institutionalization of informal trade can be located in the SBZ as a key supporting initiative for the promotion of cross-border trade and investment; and (iv) on-site physical infrastructure requirements are estimated broadly as follows: water supply: 0.9 million cubic meters (MCM) per year; electricity demand: 30 megawatts (MW); telephone lines: 100; wastewater generated: 2.2 MCM/year; solid waste generated: 5,000 tons/year; and internal roads.

The project should be implemented as a joint venture between IEAT and the private sector. Identified in EWEC Pre-Investment Study (as IN-1).

InvestmentINV014: Savan-Seno Special Economic Zone (SEZ)

There are potential industries in the zone area including fertilizer production, agro-industry and bulking/distribution services, and slaughterhouse and cold storage/freezer facilities (in the medium term). Other possibilities are wood processing (including a pulp and paper mill in the long term), production of gypsum boards, other construction materials such as granite tiles, and light manufacturing such as garments and apparel and handicrafts. It is necessary to materialize these potentials. It is proposed that only 50 ha be developed for the first phase with provisions for expansion to 100 ha in the long term in subsequent phases, based on land uptake· The zone development should include some ready-built warehouses for lease as well as land parcels for sale for the construction of warehouses/factory units.

The project should be implemented as a joint public-private sector initiative with preferably a foreign joint-venture partner. Part of EWEC Action plan. The Government of Thailand provided assistance in the form of preparation of the feasibility study.

The project would involve the establishment of a slaughterhouse and cold storage/freezer and processing facilities in Savannakhet on the industrial estate at Savan Seno Special Economic Zone. The slaughterhouse would buy live animals (pigs, cattle, buffalo) from farmers, traders, etc., and produce fresh and frozen cuts of meat, offal, hides for tanning, etc., which would be exported to Thailand and Viet Nam for consumption and further processing at Mukdahan and elsewhere.

The project will aim to develop the 10 ha of the Lao Bao IZ as a timber industrial complex with provision for some adjacent lots for the manufacture of consumer items and agro processing in the event of demand. The primary demand for this facility is expected to come from wood-processing industries using imported timber from the Lao PDR as well as plantation wood from Viet Nam. Semiprocessing in Lao Bao before exporting or further processing at Hue or Da Nang will allow some local retention of value adding.

The project would involve the establishment of wood-processing facilities on the proposed industrial estate in Lao Bao. The factory would purchase plantation woods from the Lao PDR and Viet Nam (e.g., eucalyptus, acacia?for knock-down furniture, wood chips, and construction materials). Turning, finishing, varnishing of products, and furniture assembly would be undertaken to the extent possible (using other local forest products such as gums and resins if possible) and the factory would be linked in a value chain to other enterprises in Viet Nam for further processing of its outputs into high-value products for domestic consumption and for export.

At present Lao Bao Special Economic Zone has invested around US$ 25 million to construct infrastructure such as electricity system, water supply system and telecommunication system for the convenience of investors and exporters. When the EWEC is complete, goods produced and transported at Lao Bao will increase rapidly and therefore building warehouses is necessary.
