TelecommunicationsTEL005: GMS Telecommunications Sector Policy Formulation and Capacity Building PROFILE

The project provided assistance to Cambodia, Lao PDR, and Viet Nam in preparing: (i) policy guidelines to harmonize telecommunications sector policies in the subregion, (ii) sector legislative guidelines for formulating principal legislation to implement sector policies, (iii) country-specific sector reform programs, and (iv) capacity building programs in support of policy reforms in coordination with ITU.

ADB: US$700,000 ; GMS governments: US$50,000 ; ITU: US$110,000. This is an ADB-financed regional technical assistance (RETA 6004). The consulting team for the RETA commenced its work on 17 September 2002. The RETA was suspended on 20 December 2002. Work

TelecommunicationsTEL006: Telecommunication Backbone Project - Phase II (PRC, Lao PDR, Myanmar, Thailand and Viet Nam) PROFILE

The project (Phase II) will involve construction of the following new transmission networks: (i) Keng Tung (Myanmar)-Jinghong (PRC), (ii) Hanoi (Viet Nam) -Hekou (PRC), and (iii) Yangon-Meiktila-Keng Tung-Myanmar/Thai border.

TelecommunicationsTEL007: Tariff Options Study PROFILE

The project will assess the feasibility of an intra-GMS call tariff regime based on each country?s domestic long distance tariff structure, cross-border call tariff regime based on time-limited local call tariffs, and an adjustment of the international call tariff regime based on ITU recommendations. It will also recommend options and an implementation plan for introducing these schemes.

TelecommunicationsTEL008: Unified Numbering Plan and Implementation Study PROFILE

The project will assess the technical feasibility of establishing a unified GMS numbering plan, and will develop strategies to implement such plan. Central to implementation is an assessment of the ability of each telecommunications operators network to move to a unified numbering plan, with current and planned network technologies.

TelecommunicationsTEL009: Telecommunications Management Network (TMN) Study PROFILE

The project will assess the feasibility of a common approach to dynamic traffic management within the subregion by a regional telecommunications management network (TMN) and TMN center, and will recommend options and a phased implementation for a feasible common approach. Key aspect to be addressed by the study is the installation of a telecommunications management network (TMN) in accordance with ITU recommendations, and phasing the development of real-time traffic management within the GMS.

TelecommunicationsTEL010: Subregional Network Synchronization and Implementation Study PROFILE

The project will assess the feasibility of a subregional synchronization network, and recommend options and implementation plans for such a network. Focus will be on assessing existing operators synchronization networks, their plans to develop these networks, and analyses of how a more robust network can be set up through cooperation among all operators in establishing primary reference sources and distributing synchronization across borders.
