InvestmentINV004: Facilitating Cross-Border Trade and Investment for Small and Medium Enterprise Development in the GMS PROFILE

The project promoted the competitiveness of the GMS through cross-border trade and investment facilitation which will benefit small and medium enterprises in the region. This is addressed through three components (I) trade and investment information to overcome existing information inadequacies for trade and investment at the cross-border areas; (ii) support to small and medium sized enterprises provided by a new institution the GMS Cusiness Forum; and (iii) trade and customs facilitation to pilot the implementation of single-stop customs inspection procedures at selected border crossings.

InvestmentINV007: Institutional development, laws and regulations improvement PROFILE

The project will consist of two components (i) Privilege Schemes : Thai Government approved privilege schemes and measures in order to encourage the potential investors in the Zone including establishment of one-stop service, facilitation on trade transaction and relaxation on illegal labor issues. Thai government assigned the Industrial Estate Authority of Thailand to explore/study the specific laws that will be applied to the Zone in the long term; (ii) Management Mechanism: Formulation of administrative body for the Special Border Economic Zone, both at governmental level and local level is underway.

TradeTRD001: Mitigation of Nonphysical Barriers to Cross-Border Movement of Goods and People PROFILE

The objective of the project is to define the magnitude of cross-border issues and explore possible means of overcoming them. The project is composed of two parts: a study and a seminar. The study was conducted and identified the main issues and suggested alternative regulatory and legal approaches to their solution. The results of the study were presented at a seminar.

TradeTRD002: Cross-Border Movement of Goods and People in the Greater Mekong Subregion PROFILE

The object of the project is to promote the formulation and implementation of cross-border agreements. The project comprised two parts: (i) preparation of a basic framework to act as a model agreement for the future development of bilateral or multilateral agreements; and (ii) comprehensively informing all concerned national agnecies of the problems and their solutions through the conduct of country workshops. The project also provided assistance in the setting up of the National Facilitation Committee.

TradeTRD003: Facilitating the Cross-Border Movement of Goods and People in the Greater Mekong Subregion PROFILE

The project provided assistance: (i) to Cambodia and Viet Nam to prepare annexes and protocols for their bilateral agreement; (ii) to PRC, Lao PDR, Myanmar, and Thailand to prepare and finalize a quadrilateral agreement for the then proposed Chiang-Rai-Kunming Transport Corridor project; (iii) to PRC, Lao PDR, Myanmar, and Thailand to finalize the annexes and protocols to their quadrilateral agreement; (iv) to Lao PDR, Thailand, and Viet Nam to finalize the annexes and protocols to their trilateral agreement; and (v) in preparing Cross-Border Transport Agreement annexes to cover all the GMS countries.

TradeTRD004: Implementing the Agreement for Facilitation of the Cross-Border Transport of Goods and People in the GMS - Phase I PROFILE

The project will assist the GMS governments in (i) negotiations of the annexes and protocols of the GMS Cross-Border Transport Agreement; and (ii) implementation of critical cross-border transport facilitation measures at border crossings agreed upon. The expected outputs of the project are (i) signed annexes and protocols; (ii) trained GMS officials in the key aspects of cross-border transport facilitation, and (iii) guidelines and manuals for key cross-border transport facilitation measures.

TradeTRD005: Implementation of the Greater Mekong Subregion Cross-Border Transport Agreement PROFILE

The project aims to contribute to rapid and sustainable economic growth resulting from increased trade and investment. The expected outputs of the project are (i) shortened border crossing clearance times at key border crossings; (ii) finalized arrangements for Cross-Border Transport Agreement (CBTA) implementation at a second set of border crossings; (iii) recommendations to maximize benefits and address limitations of the implementation of the CBTA; and (iv) strengthened National Transport Facilitation Committees (NTFCs).

TradeTRD006: Support to Trade Facilitation and Capacity Building in the Greater Mekong Subregion PROFILE

The project will promote integration within the GMS and with countries outside the region, by facilitating the movement of goods and people, and by building up the capacity for trade policy making and application. The project aims to assist the GMS countries to operationalize the strategic framework for action on trade facilitation and investment (SFA-TFI) by delivering the following outputs: (i) national plans or road maps-time-bound for implementing the SFA-TFI; (ii) national institutional mechanisms for coordinating the SFA-TFI; and (iii) identification of capacity building and training needs. The project will also deliver the following outputs: 1) institutional strengthening of ITD; 2) material and training module development; 3) training of regional trainers; 4) support the development of networks, information system and information dissemination to promote understanding of economic integration issues in GMS; and 5) enhance the capacity of ITD and GMS countries to undertake specific research.
