Human Resource DevelopmentHRD001: Development Management in the GMS (Phnom Penh Plan) Phase I Project PROFILE

The project developed a core group of development managers with the capacity to operate as motivated and competent change agents, through training programs focusing mainly on middle- and senior-level executive management at premier educational institutions in the region. It will provide opportunities for basic and advanced training on major aspects of development; workshops, seminars, secondments, and study tours based on need and demand; and twinning arrangements with leading learning centers/agencies. Networking will be arranged with leading learning centers and agencies in the region, while a website in each GMS focal institution will link with a technical assistance (TA) website. The project will be implemented over a two-year period, but will be comprehensively reviewed at the end of 18 months.

Human Resource DevelopmentHRD002: Development Management in the GMS (Phnom Penh Plan) Phase II Project PROFILE

The broad goal of the project is to improve the efficiency and effectiveness of development management in the GMS countries to enhance economic growth and social development. Building on the achievements of Phase I, the aim of the project is to develop a core group of development managers with the capacity to operate as motivated and competent change agents, through training programs focusing mainly on middle- and senior-level executive management training at premier educational institutions in the region. The specific objectives are to (i) strengthen the managerial capacity of middle- and senior-level managers (essentially administrators and technical staff) in managing development plans, programs, and projects; and (ii) reinforce partnerships and strengthen cooperation among the GMS countries, and develop institutional capacities.

Human Resource DevelopmentHRD006: HIV/AIDS Vulnerability and Risk Reduction among Ethnic Minority Groups through Communication Strategies (former title: GMS Poverty Reduction through Education of Ethnic Minorities on Cross-cutting Issues) PROFILE

The project aims to reduce the vulnerability to, and risk of HIV/AIDS among selected ethnic minority groups in Cambodia, Lao PDR, Thailand, and Yunnan Province (PRC). It will (i) equip ethnic minorities with the necessary tools to reduce their vulnerabilities and mitigate risks; (ii) support subregional cooperation for preventing HIV/AIDS; and (iii) monitor and evaluate the effectiveness of HIV/AIDS communication strategies used. Radio dramas will be developed and broadcast in ethnic languages.

Human Resource DevelopmentHRD007: Communicable Disease Control in GMS PROFILE

The project will support three (3) countries in the GMS namely Cambodia, Lao PDR, and Viet Nam, in the areas of surveillance and response for emerging diseases, communicable diseases control, and regional collaboration. It will (i) help strengthen the national surveillance and response system in the 3 countries and develop community-based models for controlling outbreaks of diseases, including avian flu; (ii) improve CDC for vulnerable groups in the 26 priority provinces through provincial capacity building for CDC, including control of neglected communicable diseases like dengue and parasitic infections, as well as improving the continuum of care for the control of HIV/AIDS in high-risk populations; and (iii) strengthen regional coordination for CDC through regional policy dialogue, operations research for HIV/AIDS control and other fields through regional institutions, and project management.

Human Resource DevelopmentHRD008: Reviewing the Poverty Impact of Regional Economic Integration in the GMS (previous title: Unmasking Cross-border Poverty in the GMS) PROFILE

The project aims to determine how increased connectivity between the GMS countries through infrastructure and communications development may be managed to ensure that the economic and social status of the poor will be significantly enhanced. It will assess the distribution of benefits and costs of cross-border interactions among different groups, and identify ways to maximize the benefits to the poor and minimize the negative impacts. It will focus on cross-border interactions related to trade in goods and services, employment, other income generating activities, community and resource interactions, social services, information exchange and other issues in cross-border areas in Cambodia, Lao PDR, Thailand, and Viet Nam.

Human Resource DevelopmentHRD009: Preventing the Trafficking of Women and Children and Promoting Safe Migration in the GMS PROFILE

The project aims to encourage subregional cooperation in the GMS countries for promoting safe migration and addressing trafficking issues in subregional projects. Expected outputs include: (I) pilot programs to be developed and implemented along with two ADB-financed loan projects on the Northern Economic Corridor and Mekong Tourism Development Project; (ii) support to subregional cooperation against trafficking in collaboration with UNIAP; (iii) increased country-level awareness through advocacy and policy dialogue; and (iv) preparation of a scaling-up strategy.

Human Resource DevelopmentHRD011: Financing Needs for HIV/AIDS Prevention and Care in Asia and the Pacific

The project developed the tools and background information required for effective advocacy with top policy makers and international development agencies, to enhance the response to the HIV/AIDS epidemic in the region. Specifically, the project supported collaborative work with UNAIDS for developing tools and using them to assess existing financing needs and gaps in providing a package of essential HIV/AIDS prevention and care interventions in the region. The main outputs included a manual for explaining steps of estimation of resource needs and strategic allocation of resources, computer software for assessing unit costs to estimate resource needs and a report on the financing needs and gaps in the region.

Human Resource DevelopmentHRD012: Promoting NGO Support for Poverty Reduction in the GMS

The development goal is poverty reduction in the GMS sub-region through a partnership of ADB, DMC governments, and NGOs working at the regional level. The project will facilitate the tripartite partnership at the initial stages and generate substantive NGO input into the preparation and eventual implementation and updating of the RCSP for the GMS. It will also pilot and demonstrate the participatory approaches that are effective in facilitating the tripartite partnership process. The project is expected to (i) identify poverty issues as perceived by NGOs; and (ii) agree on a joint strategy and implementation plan for NGO cooperation in the tripartite partnership under the RCSP.

Human Resource DevelopmentHRD014: Community Action for Preventing HIV/AIDS

The project aims to (i) support a comprehensive set of HIV/AIDS prevention activities in situations of particular risk in Cambodia, Lao PDR, and Viet Nam; and (ii) strengthen the capacity of national and local HIV authorities and selected NGOs to develop community-based prevention and care programs. The project targets high-risk groups including migrants and mobile groups such as fishing communities, transport, sex and hospitality workers, police and military personnel and construction workers who are vulnerable to HIV infection due to their work, living environment, and lack of social support.
