Developing Human Resources and Skills Competencies

Objectives

To identify human resource issues in health, education, and labor, as they relate to cross-border activities in the subregion, and undertake studies and actions to address these issues and ultimately enhance the subregion's human resources. Regional HRD efforts will be undertaken to the extent that they complement, enhance and maximize the impacts of national HRD efforts in GMS countries.

Programs and Projects

The flagship program emphasizes three unique human resource issues in the GMS with subregional implications: (i) heterogeneity of the population, through initiatives on ethnic minorities, (ii) HIV/AIDS, and (iii) production and use of illegal drugs. Sixteen of the 40 projects are devoted to these areas of human resource development concern.
