10-Year Strategic Framework

The GMS Strategic Framework entitled, "Building on Success: A Strategic Framework for the Next Ten Years of the Greater Mekong Subregion Economic Cooperation Program" articulates a vision of a Mekong subregion that is more integrated, prosperous and equitable.

Endorsed by the GMS Ministers in Yangon, Myanmar in November 2001, the Framework focuses on what is achievable through regional economic cooperation. It identified five strategic thrusts:

  • Strengthen infrastructure linkages with multi-sectoral approach
  • Facilitate cross-border trade and investment
  • Enhance private sector participation and improve its competitiveness
  • Develop human resources and skills competencies
  • Protect the environment and promote the sustainable use of shared natural resources
