Review of ADB’s Governance and Anticorruption Policies

Developing the Second Governance and Anticorruption Action Plan

In 2005, ADB conducted a joint review of its governance and anticorruption policies to assess and refocus its efforts to effectively implement these policies within the context of ADB's Poverty Reduction Strategy.

Objectives/Focus

The review focused on

  • implementation experience and stakeholder views
  • issues requiring attention
  • lessons learned
  • the current development context and trends for the future
  • priority actions for ADB to achieve better results in governance and in combating corruption

Process/Schedule

The Review Process [ PDF: 171kb | 8 pages ] spanned one calendar year (June 2004-June 2005) and involved two stages:

1. Desk-based Assessments

2. Internal and External Stakeholders Consultations

An Inter-Departmental Group and an Internal Expert Advisory Group provided guidance on the review process and examined stakeholder input received during consultations before making final recommendations. An External Expert Advisory Group also provided insights on the global context.

Outcomes/Results

Based on the Review of the Implementation of ADB's Governance and Anticorruption Policies Findings and Recommendations [ PDF: 472kb | 105 pages ], ADB launched its Second Governance and Anticorruption Action Plan (GACAP II) [ PDF: 283kb | 71 pages ] in 2006. The action plan provides a framework to monitor and report on governance and anticorruption development results for the period 2005-2009.
