Review Outline

Within the context of ADB's poverty reduction strategy, the review will assess the implementation of Governance and Anticorruption policies to help us understand:

  • What has been our implementation experience and what are the views of our stakeholders
  • What are the issues requiring attention
  • What are the lessons learned
  • What is the current development context and trends for the future
  • What are the priority actions for ADB to achieve better results in governance and in combating corruption

The review will consider the recommendations of the recent review of the poverty reduction strategy and other relevant policy and strategy assessments. In particular, we aim to improve our collective understanding on how effectively governance and anticorruption policies have been operationalized in ADB's country strategies and programs, country governance assessments, thematic and sector assessments and roadmaps, and lending and non-lending activities.

Review Process

The review is being done in two stages:

  1. Desk-Based Assessments (completed)

  2. Internal and External Stakeholders Consultation and further analysis

An Inter-Departmental Group and an Internal Expert Advisory Group were established at the early phase of the Review to provide guidance on the review process. The same groups will be tasked to examine the findings before final recommendations will be given. At the same time, an External Expert Advisory Group will be formed to provide insights on the global context.

Review Output

The main output of the review is a Medium-Term Action Plan for the Governance and Anticorruption Policies for the period 2005-2009. This includes the framework that will effectively monitor and report on governance and anticorruption development results.
