Second Governance and Anticorruption Action Plan (GACAP II)

ADB approved the Second Governance and Anticorruption Action Plan (GACAP II) [ PDF: 283kb | 71 pages ] in July 2006 in response to the findings and recommendations of the 2005 Review of the Implementation of the Governance and Anticorruption Policies [ PDF: 472kb | 105 pages ].

GACAP II aims to improve ADB's performance to implement its governance and anticorruption policies. The action plan supports ADB's ongoing governance work in its developing member countries (DMCs), refocusing efforts in three priority areas in the sectors and sub-sectors where ADB operates:

• improving public financial management (PFM)
• strengthening procurement systems
• combating corruption through preventative enforcement and investigative measures

GACAP II outlines a comprehensive risk-based approach to managing governance and fighting corruption, targeting improvements in

• country-level partnerships & strategies (CPS) for social and economic development
• program and project-level design
• program and project-level administration and management
• institutional level skills, capacities, and operational practices--beginning internally with ADB

The Guidelines for Implementing ADB's Second Governance and Anticorruption Action Plan [ PDF ] provide guidance to ADB staff on the implementation of GACAP II.
