Loan Projects Addressing Anti-trafficking Concerns, 2002-2007

A number of ADB's loan projects included an activity or component to prevent human trafficking.

2007 Bangladesh Loan 2375: Padma Multipurpose Bridge Design Project
  • As part of the Gender Action Plan for the project, a management plan will be developed to address issues of sexually transmitted infections and human tracking.

    Loans 2373/2374: GMS Southern Coastal Corridor Project
  • The project included Component 3. HIV/AIDS and Trafficking Awareness and Prevention Program which will conduct advocacy, information, and education actions on HIV/AIDS and trafficking, and provide comprehensive HIV/AIDS medical packages to clinics and medical centers along the road.
  • 2007 Viet Nam Loan 2392: GMS: Kunming-Hai Phong Transport Corridor-Noi Bai-Lao Cai Highway Project
  • A project component on HIV, Illicit Drugs and Human Trafficking Prevention Program, financed under ongoing regional technical assistance (RETA 6321) for Fighting HIV/AIDS in Asian and the Pacific, will be implemented to minimize exposure of the local population to these risks.
  • 2006 Afghanistan Loan 2257/Grant 54: North-South Corridor Project
  • A component on campaigns to prevent HIV/AIDS and human trafficking will be financed under the ADF grant allocation of the project. Activities include developing concerted approach to HIV/AIDS prevention and transmission in transportation and road construction, capacity development of local non-government organizations to increase outreach activities on HIV/AIDS prevention, trafficking, and regulation of migration in the project area, and awareness and prevention initiatives to target high-risk groups.
  • 2006 Cambodia Loan 2288: GMS: Rehabilitation of the Railway in Cambodia
  • Training programs and awareness campaigns on HIV/AIDS and human trafficking will be carried out at campsites and in communities.
  • 2006 Lao PDR Loan 2306: Basic Education Sector Development Program
  • Under Component B: Improve the Quality of Formal Lower Secondary Education, it was indicated the importance if integrating ethnic knowledge and gender specific information to include trafficking awareness in the curriculum.
  • 2006 Nepal Grant 0051: Road Connectivity Sector I Project
  • The project includes (i) road connectivity improvement of 500 km of feeder roads construction and upgrading; (ii) capacity building of department of roads; and (iii) HIV/AIDS prevention and anti-trafficking activities. The project’s gender action plan facilitates the smooth implementation of the anti-trafficking and HIV/AIDS component.
  • 2006 People’s Republic of China Loan 2274: Taiyuan-Zhongwei Railway
  • The Social Development Action Plan indicated conduct of awareness campaign on HIV/AIDS, sexually transmitted infections, and human trafficking through posters, pamphlets at construction sites, service centers, and use of radio and TV messages and public meetings.
  • 2006 People’s Republic of China Loan 2295: Southern Gansu Roads Development
  • The Social Development Action Plan indicated conduct of awareness campaign on HIV/AIDS and human trafficking through posters, pamphlets at construction sites, service centers, and use of radio and TV messages and public meetings.
  • 2006 Viet Nam Loan 2302: Greater Mekong Subregion Kunming-Hai Phong Transport Corridor: Yen Vien-Lao Cai Railway Upgrading
  • Under the project, an HIV/AIDS and human trafficking awareness program for the local communities and workers will be implemented to mitigate the potential risk.
  • 2005 Tajikistan Loan 2196: Dushanbe-Kyrgyz Border Road Rehabilitation Project II
  • The project has an ADF-IX Grant-financed component on HIV/AIDS and migration which aims to mitigate the risks of HIV and sexually-transmitted infections (STI), and human trafficking during and after the implementation of the proposed Project. The component will develop an integrated, community-based and gender-responsive approach to the prevention of HIV/AIDS and STIs.
  • 2004 India Loan 2154: India National Highway Sector II
  • Component 4: HIV/AIDS and Human Trafficking Awareness Component focus on developing and implementing a program to raise awareness on the risk of HIV/AIDS and human trafficking along the project highways.
  • 2004 Kyrgyz Loan 2106: Southern Transport Corridor Road Rehabilitation Project
  • A Technical Assistance (TA 4445) for Awareness and Prevention for HIV/AIDS, Sexually Transmitted Infections, and Human Trafficking was approved to mitigate potential negative impacts through education campaigns, training for health workers and border guards, and workshops and policy development.
  • 2004 Mongolia Loan 2087: Regional Road Development Project
  • In support of the loan project, a Technical Assistance (TA 4364) on Awareness and Prevention of HIV/AIDS and Human Trafficking was approved to help mitigate potentials risks of HIV/AIDS transmission and human trafficking along the north-south corridor.
  • 2003 Bangladesh Loan 2021: Bangladesh Road Network Improvement and Maintenance II
  • Component 7: Improving Public Awareness of the Risks of HIV/AIDS and Trafficking of Women seeks to identify effective and viable modes of antitrafficking operations and improve awareness of vulnerable groups. See related articles below:
  • 2003 India Loan 2029: India National Highway Sector I
  • Under Component 3: HIV/AIDS and Anti-Trafficking, subcomponent on antitrafficking has outlined activities towards awareness raising and safe migration campaign, channeling resources to programs that would empower women and children, and capacity building of service providers, communities and decision makers. An HIV/AIDS prevention and anti-trafficking cell would be established to implement the component.
  • 2002 Lao PDR Loan 1989: Greater Mekong Subregion (GMS): Lao PDR Northern Economic Corridor
  • Under component 2: Area Development, a subcomponent on Education and Awareness Programs includes a preventive education program for HIV/AIDS/STD and trafficking awareness as part of the social action plan.
