Indigenous Peoples Development Framework (IPDF)

When a project design team can not determine the location of some or a majority of project sites prior to the time of loan approval, and where there will likely be significant impacts on Indigenous Peoples, contingency measures in the form of an IPDF must be prepared. This situation arises typically with a sector or financial intermediation project. The IPDF details the strategy of how Indigenous Peoples interests will be safeguarded by the ADB Indigenous Peoples Policy if indeed project locations do indeed significantly affect Indigenous Peoples. (OM F3/OP, para. 9).

The IPDF therefore lays out the scenario to be followed in such circumstances. “An IPDF sets out the indigenous peoples policy together with the screening and planning procedures, which apply to subprojects, components, or investments that are to be approved during loan implementation,” (OM F3/OP, para. 9). In effect, it lays out the procedures to be followed for a delayed, or post-loan approval, formulation of an IPDP.
