Lawrence F. Williams, USAIn his capacity as an environmental consultant, Mr. Williams' most recent assignment was for the Kibale Forest Wild Coffee Project in Uganda, funded by the Global Environmental Facility. In that capacity he help to design environmental and social standards to protect and improve Uganda's Kibale's National Park through the sale of Kibale Forest Wild Coffee. Prior to his consulting work Larry Williams was the Director of the Sierra Club's International Program - in that capacity he created three programs: Responsible Trade; Reform of International Financial Institutions; and Human Rights and the Environment. He also led the Club's International Population Stabilization Program. Mr. Williams initiated and lead a lobbying effort in 1987 creating an "Early Warning System" directed by USAID to track, through it missions, all proposed MDB loans that might have an adverse impact on the environment. In 1989 Mr. Williams worked with Representative Nancy Pelosi in the adoption by the U.S. Congress of the so-called "Pelosi Admendment." This law requires the MDBs, in exchange for a U.S. vote of support, to prepare environmental impact assessments for all project loans that would have a major impact on the environment. In 1978 he joined the Carter Administration's White House Council on Environmental Quality as their policy analyst for public lands management. In that capacity he oversaw the creation of the Alaska Lands Act. Between 1969 and 1978 Larry Williams was the Executive Director of the Oregon Environmental Council, an environmental NGO based in Portland, Oregon. |
