The Board Inspection Committee is a standing Committee of six members of the ADB Board of Directors responsible for reviewing inspection requests, recommending to the Board whether an inspection of a project is warranted, selecting a panel of independent experts from a Board-approved roster to conduct inspections authorized by the Board, and supervising such inspections. The Inspection Committee was established in 1996, after ADB's Board approved ADB's Inspection Policy. The purpose of an inspection is to determine whether ADB has complied with its operational policies and procedures in processing and implementing a project, and in the event of a noncompliance, whether this has resulted, or is likely to result, in direct material and adverse effect on the group that requested the inspection.*

Independent Panel Appointed for Inspection of Chashma Right Bank Irrigation Project

MANILA, PHILIPPINES (8 December 2003) - The Asian Development Bank's Board Inspection Committee has appointed an Inspection Panel of independent experts to carry out an inspection of the Chashma Right Bank Irrigation Project (Stage III) in Pakistan (the Project). The Inspection Panel will make a finding as to whether ADB has complied with its operational policies and procedures in the processing and implementation of the Project. The inspection, approved by ADB's Board of Directors on 2 April 2003, follows a written request filed by Mr. Zafar Iqbal Lund of Hirak Development Centre, Mr. Mushtaq Gadi of SUNGI Development Foundation, Mr. Muhammad Nauman of CREED, Mr. Khadim Hussain of Action Aid-Pakistan and Mr. Shafi Qiasrani of CRBIP Affectees Committee, who allege that ADB failed to comply with its own policies and procedures in implementing the Project, and that this failure has resulted in direct and material harm to the residents in the Project area.

The Panel comprises Mr. Anthony Ranjit Bevis Amerasinghe (Sri Lanka), Mr. Goran Eklof (Sweden), Mr. Neeraj Narayan Joshi (Nepal) and Mr. Lawrence Williams (USA). The Panel members were appointed on the basis of their professional qualifications and independence from ADB operations as well as their knowledge and experience in the development field.

The Board Inspection Committee will shortly release draft Terms of Reference for the Panel to the Requesters, ADB's Management, and the Government of Pakistan for comments. Comments will be sought by mid January 2004, with a view to finalizing the Terms of Reference in consultation with the Panel by late January. Background information will be sent to members of the Panel shortly. The Panel will come together in Manila in January 2004 to prepare a proposed work plan for consideration by the Board Inspection Committee and internal procedures as required under ADB's Inspection Procedures.
