  • The BIC requested additional information from both the Requesters and Management by 25/2/2003. As stipulated in paragraph 36 of the Inspection Policy, the 14-day period will start from the date of receipt of such information.
  • The additional information requested from Management was received by the BIC on 25 February, and that requested from the requesters was sent by email to the BIC on 25 February and received by the BIC on 26/2/2003. Accordingly, the BIC's report to the Board is due on 12/3/2003.

  • The terms of reference of the Inspection Panel were finalized by the BIC on 30/1/2004, after consideration of comments from various parties, and signed by the Panel on 2/2/2004.
  • Paragraph 102 of the BIC's recommendation to the Board dated 12/3/2003 states "...draft terms of reference [would be] circulated to Management, the Requesters, the Government of Pakistan, and the Panel members with a request for comments by mid-January 2004. The BIC would expect to finalize terms of reference and a timetable for the inspection by end January."
  • Accordingly, in early December 2003, the BIC provided the draft terms of reference to the relevant parties with a request for comments by 15/1/2004. The BIC received comments from Management in a memorandum from Vice-President (Operations 1) on 16/1/2004; from Mr. Mustaq Gadi, one of the Requesters, in an e-mail on 20/1/2004; and consolidated comments from the Panel on 27/1/2004.
