Review of ADB's Inspection Function

The Inspection Function policy was approved by ADB's Board of Directors (Board) in 1995. The Inspection Function was established under a Board paper Establishment of an Inspection Function and is implemented according to its Inspection Procedures. ADB is reviewing its Inspection Function policy. The review takes into consideration lessons learned from ADB's experience with inspection requests, current thinking in this field, and comments from stakeholders.
Based on the review, ADB has prepared various papers, including a Report (R-Paper) on "Review of the Inspection Function: Establishment of a New ADB Accountability Mechanism". The R-Paper is scheduled for consideration by ADB's Board of Directors on or about 29 May 2003.
Consultation is an important part of the review process. ADB prepared a consultation plan. Participants invited to these consultations included government officials, representatives of civil society (such as NGOs, former and current ADB roster members, and project-affected people and requesters in ADB inspection requests), and private sector representatives. 10 public consultations were held from June to August 2002.
An issues paper, first draft working paper, second draft working paper, and the Working Paper were prepared and posted on the web site for comments.
In connection with the review, ADB received the following external comments from March to September 2002.
