Approval Procedure

  1. ADB staff will develop and process the project idea into a project concept that meets the JFPR eligibility criteria , in close cooperation with the beneficiary communities. Requests for JFPR assistance from DMCs should be discussed with the relevant ADB project department or field office.

  2. The responsible operational department, in coordination with the JFPR Team in the Regional and Sustainable Development Department (RSDD) will prepare a draft JFPR proposal for initial approval by the Government of Japan.

  3. Concurrence from the DMC Government to implement the proposed project with JFPR assistance will be obtained mostly during the JFPR Appraisal Mission. ADB's Regional and Sustainable Development Department (RSDD) will coordinate this concurrence.

  4. After approval by the Government of Japan, the final JFPR paper will be prepared for final approval by the ADB President for proposals of $1 million or less, or by ADB's Board of Directors for proposals over $1 million.

  5. A JFPR Project Implementation Manual (PIM) will be prepared. The JFPR Letter of Agreement will be signed by the DMC Government (executing agency) and ADB. Project implementation then commences based on the detailed Implementation Arrangements explained in the PIM.
