Eligibility Criteria for JFPR Funded Projects
All requests for JFPR assistance must meet the following eligibility criteria.
JFPR proposals are required to have a strong conceptual relation to an ADB financed project -- also called counterpart projects, which is either
- an ongoing ADB-financed project
- a project that is proposed to the ADB Board of Directors together with the JFPR activities, or
- a loan project that is being designed or processed by ADB, but has not yet been approved
JFPR is not a substitute for projects and activities that can be funded through other funds such as ADB's Ordinary Capital Resources (OCR), Asian Development Fund (ADF), Technical Assistance Special Fund (TASF) , Japan Special Fund (JSF), and other grant facilities. Proposed activities that can be financed under any of the above-mentioned ADB provisions are not eligible for JFPR assistance.
The proposals should directly target the poor and have systemic poverty reduction impact.
Proposals should promote maximum civil society involvement, including implementation through NGOs.
The proposed projects need to guarantee the sustainability of the poverty reduction impact.
JFPR assistance projects will be basically evaluated and approved on the merits of each individual proposal. There is no country based allocation criteria. JFPR assistance can cover all sectors as long as all the eligibility criteria are met.
Here are some examples of typical activities that could be covered by JFPR financing. Any innovative approaches are also encouraged.
