ADB Processing Procedures for TA Proposals

I. Initial JSF Approval
TA requesting division programs and prioritizes TAs in the Country Partnership Strategy (CPS) paper and/or the Regional Cooperation Strategies and Programs (RCSPs) paper

After consultation with the local Japanese embassy, the TA Project Officer prepares project profile and cost estimates in JSF format for submission to OCO with documentation.

OCO reviews proposals and sends clarificatory questions/remarks to Project Officer

OCO submits proposals in a batch to the Government of Japan (GOJ) 1

After receiving advice from GOJ, OCO announces the results of batch processing, completing the first of the two-step approval process 2

- Usually ten working days after batch deadline but longer during heavy batch submission.
- Usually three to four weeks after batch deadline or earlier.
II. Final Approval Process
After a Staff Review Committee Meeting, TA division registers TA for final fund commitment, provided there is no change in amount and/or scope. If there is any change, TA Division requests for formal approval, with justification for the revision.

OCO examines the request and processes based on the justification for the revised TA.

OCO announces the results of the reprocessing. Once approved, the TA Division registers the TA for final fund commitment.
