Longer-term Policy Needed to Cushion Impact of External Fluctuations

Fiscal stimulus will to some extent offset the weakness in aggregate demand in 2009 in the Republic of Korea, but the economy will likely contract before growth resumes in 2010. A key longer-term policy challenge is to smooth domestic expenditure so as to cushion the impact of external fluctuations.
