The review of the LTSF will define a revised LTSF and a plan for its initial implementation that is relevant to the rapidly changing context and needs of the region.

1. What is the LTSF Review?

ADB made poverty reduction its single overarching objective under its Poverty Reduction Strategy in 1999. Subsequently, the 2001–2015 Long-Term Strategic Framework (LTSF) was adopted to make this vision a reality. The current LTSF aims to operationalize the Poverty Reduction Strategy and states that “ADB’s mission is to help its DMCs reduce poverty and improve living conditions and the quality of life”. We are now at the mid-point through the 2001-2015 LTSF timeframe and Management has decided to review the significance of the LTSF.

2. Why does it need to be reviewed?

The dynamic changes taking place in the region have prompted ADB to review its LTSF. Examples of such changes include; faster than expected economic growth of the region, particularly in India and People’s Republic of China, exacerbating severity of environmental problems, and rapidly rising inequality within and among Asian and Pacific developing member countries.

3. How is the review being conducted?

Internal and external consultations with ADB stakeholders are an integral part of this review. Alongside internal consultations with staff, regional consultation meetings with governments, civil society, private sector, and academia of ADB member countries are being organized. The findings of these consultations will be deliberated by the LTSF Review Steering Committee, which is tasked to make recommendations on ADB’s future long-term strategic directions to ADB Management and Board for consideration.

4. Will my views make a difference in the LTSF Review?

Yes, your views will be an input to the LTSF Review. You can help shape ADB’s future. Taken together, ADB’s various stakeholders, including staff, can provide understanding of a wide range of development issues from different perspectives, and build common ground and consensus for moving forward.

5. What are the proposed changes in the LTSF Review?

There are no predetermined or pre-solicited changes to ADB’s LTSF. At this time, the strategic intent is to make ADB more relevant and effective within the dynamic operational environment of the Asia and Pacific region. Wide-ranging and broad-based consultations will take place first. The feedback obtained through these consultations will be closely examined by the LTSF Review Steering Committee, which will recommend a set of proposals for change to the LTSF. These proposals will be discussed by ADB Management and the members of the Board of Directors.

6. How significant is the report of the Eminent Persons Group for the LTSF Review?

The Eminent Persons Group was convened to provide insights on the Asia and Pacific region that might not have readily emerged internally. The report presents a vision of the Asia and Pacific region to 2020 and sets out its own recommendation for strategic directions for a new ADB. The recommendations are being used as an important initial input in initiating our internal and external consultations.
