Law and Policy Reform at the Asian Development Bank is ADB's flagship publication on the subject. Each year, it features a legal or policy issue of special interest within and outside ADB.

  This publication examines the link between legal identity documents and access to benefits and opportunities; human rights protection; and development planning in Bangladesh; Cambodia; and Nepal. It also examines alternative markets for legal identity in these three countries.
