Selection Criteria

Technical assistance proposals submitted by ADB Regional Departments are assessed by a fund review committee according to six criteria:

  • linkage of the proposed initiative with national development plans and programs
  • specification of development results to be captured
  • specification of beneficiary institutions and capacities to be strengthened
  • innovativeness, participatory dimension, and replication potential
  • adequacy of mechanisms for monitoring and evaluating the initiative
  • comparative advantage and implementation capacity of ADB

All ADB DMCs are eligible to receive assistance under the MfDR Cooperation Fund.
