How ADB Developed the FrameworkThe Issues NoteWith the assistance of several NGOs and government offices, ADB identified stakeholders across the Asia and Pacific region, and sent them each an issues note [PDF] to stimulate thought and discussion. The WorkshopsBetween May and October 2002, ADB held ten country-level workshops and four subregional workshops throughout the Asia and Pacific region. See the Schedule of Consultations [PDF]. An additional workshop was held with ADB staff. Workshop participants shared their ideas for improved cooperation between ADB, NGOs, and governments, and suggested actions to promote greater collaboration. View the proceedings of the workshops. The WriteshopIn mid-November 2002, ADB hosted a regional "writeshop" with select participants from the national and subregional workshops. The writeshop group included 23 representatives from NGOs, governments, the private sector, and ADB. The NGO Center synthesized the recommendations received on the Issues Note and during the workshops. This synthesis served as a starting point for the writeshop. Participants worked in small groups to revise or supplement sections of the draft Framework. The drafts were discussed and critiqued in plenary sessions. The writing group members then revised their sections according to the consensus of the full group, and again presented revised drafts to plenary. After two days of intensive writeshop activity, 11 additional participants joined the writeshop group for a two-day regional workshop. The purpose of the regional workshop was to generate additional comments on and develop further the document. Following the regional workshop, the full writeshop group spent a further two days revising the various sections of the document. At the conclusion of the writeshop, the NGO Center edited and streamlined the document. See the list of the participating organizations [PDF] in the regional writeshop and workshop. |
