How NGOs Can Work with ADB

NGOs can take part in ADB activities in a number of ways:

  • As Experts. NGOs can lend skills and experience to plan, implement and evaluate projects.
  • As Sources of Project Models. NGO projects can serve as models for similar programs that will have a wider scope.
  • As Agents of Advocacy and Participation. NGOs can represent marginalized groups and communities.
  • As Sources of Alternative Viewpoints. NGOs can provide alternative perspectives on development issues.

Technical Assistance Activities
We often tap NGOs in technical assistance projects to assist in doing various kinds of analysis or in managing aspects of a project.

Projects of the Japan Fund for Poverty Reduction (JFPR)
JFPR oftens engages NGOs to perform analysis or in managing aspects of a project. NGOs usually serve as implementing agencies or executing agencies. These NGOs are working on JFPR-approved projects.

We consult NGOs to develop policies, plan projects and discuss ADB activities.

Technical Assistance for NGOs
Under a regional technical assistance [ PDF ] approved in May 2003, ADB provides limited support to innovative NGO projects geared toward fighting poverty and improving cooperation among NGOs, governments, and ADB. Learn more here.

Another regional technical assistance project, Promoting NGO Support for Poverty Reduction in the Greater Mekong Subregion, highlighted support among governments, civil society organizations (CSOs), and ADB for regular tripartite dialogue in the context of ADB subregional and country programming. It also contributed to confidence-building between governments and CSOs, and supported country-level efforts to strengthen tripartite dialogue in Country Strategy and Program (CSP) development.

The TA was implemented between 2003 and 2005, and built on the experiences and lessons of previous and ongoing ADB and government collaboration with CSOs. For the ADB, the reference point was ADB-Government-NGO Cooperation: A Framework for Action, 2003-2005. [ PDF ] The TA sought to operationalize a major Framework recommendation, which was to strengthen tripartite cooperation at the subregional and country levels through collaboration in Regional Cooperation Strategy and Program and the CSP preparation and implementation.
