Implementing the Theun-Hinboun Mitigation and Compensation PlanThe ADB-funded Theun-Hinboun hydropower project, which began operating in March 1998, has caused various socio-economic and environmental impacts that affected approximately 57 villages containing approximately 3,000 households. The Theun-Hinboun Power Company Limited (THPC) has carried out studies, initiated compensation activities and introduced an environmental monitoring program to address these impacts. Specific activities have included improving water supplies to area residents, and supporting medical facilities and horticultural and sericultural projects. In June 2000, THPC completed a "Mitigation and Compensation Plan," which presented a comprehensive review of all the impacts and recommended mitigation and monitoring measures, together with indicative timetables and budget. In March 2001, THPC created an Environment Management Division within the company, and assigned a manager to head this division, appoint a team and prepare detailed work plans and budgets to implement the plan. To guide the activities of the Environment Management Division, a logical framework, or "logframe", has been developed. THPC provided this document to ADB on 15 February 2002, and it is made available to the public here. |
