ADB Operations in Nepal

ADB prepares a country strategy and program (CSP) every 5 years and Country Operations and Business Plan (COBP [ PDF ] every year to guide its operations in each of its DMCs.

The CSP 2005 - 2009 for Nepal, endorsed by ADB's Board on 7 October 2004, aims to reduce poverty by fostering an inclusive social and economic development process. This will help to reduce the conflict and create a long-term foundation for sustainable poverty reduction.

The CSP's strategic priorities are:

  • promoting pro-poor and broad based economic growth by connecting the rural poor to markets and economic opportunities through development of infrastructure facilities and services
  • supporting inclusive social and human development through improved basic social infrastructure and education
  • promoting good governance by strengthening the civil service, supporting anticorruption institutions and supporting decentralization.

Voices from the Field: On the Road to Inclusion contains the key responses, concerns and issues raised by local stakeholders in consultations organized by the Nepal Resident Mission from January to April 2008 in different parts of the country. The consultations were part of the midterm review of the present country partnership strategy 2005 to 2009. The aim of the consultations was to gauge local stakeholders' perceptions about the strategy's underlying assumptions, particularly in light of the changed political situation since the strategy was drawn up in 2004. This publication presents the sincere and strong voices of the local people who have shared with us their views and concerns, thereby obliging us with a unique insight into development as perceived by the insider.
