Office of Cofinancing Operations

The Office of Cofinancing Operations (OCO) acts as ADB's focal point for planning, promoting and arranging cofinancing for ADB projects, and for formulating policies on cofinancing and guarantee operations. In particular, OCO:

• Assists borrowers to obtain cofinancing from

• commercial financial institutions
• official funding agencies
• export credit agencies


• Identifies appropriate cofinanciers
• Assists ADB operational units to determine appropriate financial packages
• Arranges and administers loans from cofinanciers
• Establishes and manages technical assistance grant funds
• Coordinates utilization of the Japan Special Fund within ADB
• Administers the ADB-Japan Scholarship Program
• Administers the Japan Fund for Poverty Reduction
