The Office of the General Counsel (OGC) provides advice and assistance to the President, the Board of Governors, the Board of Directors, and various departments and offices of ADB on legal matters relating to the organization, administration, finance, policies, and operations of ADB.

The Office plays an important part in

• the appraisal, negotiation, and administration of technical assistance, projects, and programs
• private sector investments
• cofinancing or guarantee operations
• ADB's borrowing and fund-raising activities
