Invitation to Bid

Rehabilitation of ADB Building Façade and Roof Deck Project (RP No. 08-9433)

1. The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the Rehabilitation of ADB Building Façade and Roof Deck Project, at the premises of ADB Headquarters Building, 6 ADB Avenue Mandaluyong City, Philippines (hereinafter referred to as "Services").



2. The Contractor shall provide ADB with the most reliable and efficient Services with the deployment of fully trained personnel, transportation, equipment and supervision in accordance with the policies, standards and procedures established by ADB. ADB will evaluate the performance of the Contractor in carrying out these Services against the standards set forth in the Work Performance Statement.



3. To be qualified for the bidding, the bidder must:



1. be from an eligible member country of ADB;
2. have an independent legal existence as a validly registered company, or a joint venture partnership for approximately five years or more with a specialization in construction works, building rehabilitation and other related services;
3. have a minimum of five years experience related to the above mentioned trade specialization;
4. have a total of existing/past contracts of at least P100 Million over the past three years from 2005 to 2007;
5. have an average annual turn-over at least P45 Million over the past five years from 2003 to 2007;
6. have at least one similar project as described above with a minimum total contract cost of P45 Million to showcase company's expertise/capability in providing the above mentioned services;
7. be at least class "A" contractor registered by the Philippine Contractor Accreditation Board (PCAB); and
8. not be under a declaration or record of ineligibility for corrupt and/or fraudulent practices issued or kept by ADB.


4. Bid documents together with the drawings may be obtained from the office of the

   at the above address, from 18 to 28 July 2008 on any working day (from 9:00 a.m. to 3:00 p.m.), upon presentation of the receipt of payment in cash or manager's check of a non-refundable fee of Pesos: Ten Thousand (P10,000.00) at the ADB's Cash Room, Room G239W.

6. ADB reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of Contract, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB's action.



7. This invitation does not entail any commitment on the part of ADB, either financial or otherwise. Any cost of preparation of Bid shall be borne solely by the Bidder.
