Harmonization for Development Effectiveness

ADB is active in responding to global call for development effectiveness. We have joined other MDBs and bilateral donors in pursuing more effective cooperation and coordination for better planning, delivery and utilization of ODA through harmonization.

ADB recognizes the importance of harmonization as a tool to improve the delivery of development assistance to partner countries. We played a prominent role in forging The Rome Declaration on Harmonization in 2003, which stated the need for donors to align their activities with the partner countries' national priorities, and give importance to the latter's stronger leadership role in coordinating development assistance. In May 2004, ADB hosted the 11th MDB Roundtable on Harmonization, which discussed the initiative's institutional and country-level progress.

Following the Rome initiative, ADB, together with the World Bank and Japan Bank for International Cooperation (JBIC), has assisted the Government in creating the Philippine Country Harmonization Program (PCHP), which aim to

  • improve development effectiveness, and
  • implement and institutionalize good practices

To date, Philippines' country experience on harmonization [ PDF ] has served as a useful exercise and a guide in expanding the implementation of harmonized procedures in other DMCs. The PCHP has made progress in establishing mechanisms to align processes in procurement, financial management and audit. Procedures are also put in place for more regular high-level dialogues to discuss portfolio management issues.

In moving forward, harmonization efforts in the country are geared towards

  • focusing on managing for results
  • encouraging stronger country ownership and leadership
  • building capacity of agencies for quality implementation and use of harmonized procedures
  • prioritizing resources to facilitate harmonization progress, and
  • strengthening coordination among development partners with more simplified working procedures.
