Call for Papers on Good Practices in Project Implementation

The Ministry of Finance and ADB are calling for articles on good practices to share experiences gained through implementation of foreign funded projects in the PRC, including projects supported by ADB, World Bank, or other foreign financing sources.

Project executing or implementing agencies, government agencies, consulting firms, monitoring agencies, or any one interested in the subject are welcome to submit articles.

The topics can be any areas of project implementation where innovation and value-addition have been key factors, and experiences gained in specific aspects of project implementation. Papers may choose, but not limit to, the topics listed in the following.

The papers received will be screened by a review panel and good ones will be assembled for dissemination.

How to identify and select good subprojects?
How to make a good preparation before project starts?
How to prepare project management manual (with samples)?
How to prepare project financial management manual (with samples)?
How to improve procurement efficiency?
How to have effective contract management?
How to improve disbursement progress?
How to reduce project management cost?
How to ensure timely provision of counterpart fund?
How to monitor and evaluate projects achievements and improve?
How to ensure fund safety via auditing?
How to ensure timely repayment of loans?
How to prepare good project completion report and account closing works?
How to make good use of consulting services?
Good practices in applying ADB safeguard policies?

The deadline for paper submission is Friday, 15 May 2009.
