About PRF
Eligibility Criteria for PRF Funded Projects

Project Design

To be eligible for PRF assistance, proposals should

  • have a strong poverty reduction focus
  • support the relevant ADB Country Strategy and Program and the policies of the government
  • be designed to support shared poverty reduction objectives in the portfolio and pipeline
  • avoid duplication with activities of other funding agencies
  • not substitute for activities that would otherwise be financed by ADB (additionality factors)
  • maximize local expertise and civil society participation
  • support systemic poverty reduction

Geographical Scope

The PRF supports ADB's learning in reducing poverty in all poor developing member countries classified by the Graduation Policy for ADB's developing member countries as A, B1, or B2 countries, excluding India for which there is a separate DFID Fund (see Technical Assistance Cooperation Fund for India - TACF-IND )

Particular emphasis will be given to countries with

  • a high incidence of poverty
  • a large number of poor people
  • special dimensions of poverty that are otherwise not addressed

Projects for the People's Republic of China (PRC) will be financed under the PRF through a separate financing window from DFID's bilateral country allocations for the PRC (PRF-PRC).
