- Political Economy of Poverty Reduction
Sessions will address questions such as: (i) what are
the policy reforms that foster pro-poor growth; (ii) how
can political interests supporting the status quo be persuaded
to support reform; (iii) what factors, institutions, and
individual agents influence the outcomes of conflicts over
policy in Developing Member Countries; and (iv) how the
energies of different actors can be better harnessed and
coordinated to achieve needed reforms.

What defines economies in which macroeconomic growth
has led to significant reductions in poverty, and how can
sectoral policies be reformed to promote pro-poor growth?
The discussion will address policy issues arising from:
(i) globalization, (ii) the informal sector as a source
of employment and income to the poor, and (iii) imperfections
in labor markets. Presentations under this theme will also
cover:

Employment and Informal Sectors
- Infrastructure
Development, including Rural Infrastructure;
- Gender
and Development, and Protection for Vulnerable Groups
- Support

Cooperation
- Social Protection
Despite the development community's best efforts, several
groups
(e.g. women, children, ethnic minorities, victims of calamities,
remote localities) are often bypassed by the benefits of economic
growth. The Forum will examine how best to protect and include
these excluded groups. Discussions will cover the role of
social and informal mechanisms in protecting at-risk segments
of the population from the worst deprivations of poverty.
A one-day series of sessions will consider methodological
developments in poverty measurement, and assess the effect
of policies and projects on poverty.
