Review Framework

The Review will assess the implementation of the strategy within the context of ADB's Poverty Reduction Strategy. It is designed to improve our collective understanding of how effectively private sector development issues have been operationalized in country strategies and programs (CSPs), private sector assessments, and lending and non-lending activities.

The Review will also consider the adequacy of internal guidance and the extent to which it is utilized effectively. It will draw on global experience and in particular the implementation experiences of other international development agencies.

The Review will assess the implementation of Private Sector Development strategy to help us understand:

  • What has been our implementation experience and what are the views of our stakeholders
  • What are the issues requiring attention
  • What are the lessons learned
  • What is the current development context and trends for the future
  • What are the priority actions for ADB to achieve better results in private sector development

Review Process

The review is being done in two stages:

  1. Desk-Based Assessment (on-going)
  2. Internal and External Stakeholders Consultation

A Working Group (composed of selected ADB operational staff) and an Interdepartmental Group (composed of ADB's operational Directors General) have been formed to

  • Give the review due corporate status
  • Provide strategic guidance and leadership
  • Create the enabling environment for effective contribution by ADB management and staff to the review process and outcome

Review Outputs

At the end of the internal and external stakeholders consultation, a Final Review Report shall be prepared. It will generally follow this conceptual format

  • Introduction
  • Implementation Results
  • Lessons and Issues
  • Current Development Context
  • The Way Forward
