Overview

In May 1998, the Asia Pacific Economic Cooperation (APEC) Finance Ministers Meeting (FMM) endorsed the establishment of the APEC Financial Regulators Training Initiative (FRTI) to enhance training for national and regional financial regulators within Asia. Its aim is to strengthen financial regulation in the region through cost-effective training programs for bank supervisors and securities regulators.

FRTI is being implemented in stages. From September 1998 to November 2000, FRTI Phase 1 focused on building sustainable training management processes and guidelines. It produced five outputs:

  • guidelines and best practices for training purposes
  • model curriculum frameworks for bank supervisors and securities regulators at both entry and intermediary levels
  • basic and intermediate course templates
  • trained potential instructors at a national level based on model curricula
  • web-based training materials for training management and training needs strategies

In September 2000, FMM endorsed Phase 2 of the FRTI, to conduct training courses at regional and national levels, and to develop and distribute training materials and other products for use by member countries. Phase 2 began in 2001 and is continuing.

In September 2005, at the 12th APEC FMM meeting in Jeju, Republic of Korea, the FRTI was extended for another year, with the request for a continuation of ADB support.
